BACKGROUND: The City of Kitchener's public art program installs site-specific works of art at newly constructed facilities such as libraries, community centres, fire stations, parking garages, and other civic buildings to which the public has access. These art works, to date, have been permanent installations, in a wide variety of styles and materials with a preference for innovation, responsiveness to the site and public engagement, as well as low-maintenance and durability. The operations facility project is eligible for public art through the City of Kitchener's public art/percent for art program, guided by Public Art Policy I-816. City Council approved the construction of a new maintenance facility at 131 Goodrich Drive, in November 2007. The Kitchener Operations Facility (KOF) replaced the City's former works facilities with the goals of improving service delivery and accommodating the future growth of City services. The KOF brought a number of municipal operations and services under one roof, including: road maintenance, snow clearing, water main and sewer maintenance, gas-line workslutilities, parks and woodland maintenance, fleet repair, City facilities management, as well as the City's corporate call centre, stockrooms, salt storage, bulk material storage and greenhouses. In spring 2011, workers formerly housed in several locations were brought together for the first time in the City's history. Artists responding to the call for proposals were asked to design a concept that was attractive, site-specific, and durable. The potential locations for public art were the lobby (interior) and near the public entrance door to the facility (exterior). An upset limit of $100,000 could be used for the public art commission. The winning proposal includes the costs of installation and lighting and is therefore all inclusive. 6-1 REPORT: Competition A two-stage public art competition was announced in January 2011. Three artists were short- listed to proceed to the second stage. Jury members were: Sharon MacDonald, Mark Hildebrand, Lori Wadsworth, Stefan Rose, Amy Ferrari and Councillor John Gazzola. Jurors met to consider presentations by the three short-listed artists on June 23, 2011. Jurors selected the artist team known as "kimiis" consisting of Steven Beites and Christian Joakim. Beites and Joakim's proposal, titled "Space Moire", impressed the jurors as being a visually engaging and tactile art work that expresses in its use of technology the growing convergence of arts and technology in our region. They felt the materials were durable and low maintenance and the concept relevant to the facility's operations. The jury's decision was supported by the Public Art Working Group at its meeting held July 11, 2011 and by the Arts and Culture Advisory Committee on July 19, 2011. ACAC members unanimously endorsed the following motion: "That ACAC support the City of Kitchener's Public Art policy and process, and further, That ACAC support the selection of artist-team kimiis' proposal for public art at the Kitchener Operations Facility." Concept "Space Moire" is inspired by the phrase "the whole is greater than the sum of its parts" and reflects the gathering together of many corporate divisions into one facility. The artists express this in awall-mounted art work made of Dupont "Corian" for the interior lobby and a concrete seating and shading module for the landscaped area outdoors next to the main entry. Each of the two art works demonstrates the patterns made possible by combining several elements into a transformed and harmonious whole. The patterning on the indoor art work is strengthened with the use of sensor-activated LED lights. The exterior art work is also lighted at night. See the attached "Appendix A"for the detailed proposal. Location The outdoor art work will be located to the right of the entrance way (as seen when facing the building). On the interior, the wall-mounted art will be installed on the wall immediately to the left beyond the entrance door. Originally the artists envisioned this piece being on the wall in the reception area adjacent to the windows. However, that wall now supports other amenities and is not available. Installation The art work will be installed by spring 2012. ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN: • The public art program and its various projects contribute to Kitchener's "Quality of Life" in making our public spaces stimulating and beautiful, showing pride in our community and providing easy access to arts and culture. • The process for public art projects includes fair, public processes that ensure accountability - "Efficient and Effective Government". 6-2 • The public art program is designed to offer opportunities for public participation on many levels including artists' competitions, juries, committee support, and installations in accessible public places - "Leadership and Engagement". • The City also acknowledges arts and culture as a factor critical to the health of the community through support for the goals and objectives of Culture Plan II. FINANCIAL IMPLICATIONS: The one percent policy (I-816) was applied to the city's portion of the construction budget of the Kitchener Operations Facility. This allocation was $200,000. Forty percent ($80,000) of the 1 %- for-art amount is held in the pooled fund to support future public art projects at priority locations or underfunded projects. The KOF public art project is funded at $120,000, with the art commission at $100,000 and $20,000 reserved for administration, signage and contingencies. COMMUNITY ENGAGEMENT: The processes of the City's public art program include: • Advertised, public call for proposals; • Local citizens and visual arts professionals on jury; • Public Art Working Group monitors the public art program and its various projects; • Arts and Culture Advisory Committee and Public Art Working Group endorse the jury selection.
