Grant Eligibility ~~ .~ " ~~~`~ 1. Applications will be accepted from non-profit groups, neighbourhood associations and communities of interest. A "community of interest" is a group of individuals who voluntarily associate with each other because they have identified common environmental concerns that impact on the City. A limit may be placed on the number of grant applications considered from schools or school related entities in a given year. 2. Municipal Capital projects are not eligible for funding from the Community Environmental Improvement Grant Program. 3. Organizations that are the responsibility of other levels of government (Municipal, Regional, Provincial, or Federal) are not eligible for grant funding. 4. Organizations having received funding through the City's Budget process will not be eligible for a Community Environmental Improvement Grant. Grant Criteria 5. Groups must demonstrate an ability to initiate and follow through on projects by having an organizational structure in place to lead and manage the activities and to account for finances. 6. Grant funding for consultants or professional salaries will only be eligible if provided within the context of a partnership with other funders. Organizations must be operating for City of Kitchener residents. Apro-rated contribution may be considered where residence of participants is mixed with other municipalities. Such fees may be allowed to a maximum of $500. 7. Any organization receiving a grant from the City of Kitchener will recognize the City's contribution in any promotional literature or material that may be prepared by the organization. A copy of such literature or material must be submitted to the City and developed in accordance with the City of Kitchener Corporate Standards Manual. 8. Grants under this program are intended for one-time funding only, for a specific project. Organizations seeking continual support are encouraged to seek other funding sources, but may reapply every three years. 9. Where applicable, proof of adequate liability insurance should be presented by the organization requesting the grant. 10. All grant requests will be reviewed and evaluated by the members of the Environmental Committee and City of Kitchener staff. 11. Organizations receiving a grant must submit a report to the Environmental Committee detailing grant expenditures and how funds contributed to achieving the intended purpose of the grant. Any changes to the nature and/or content of an approved project shall be subject to a revised proposal being submitted to the Environmental Committee; who will forward a recommendation to City Council as to whether the previously approved grant funding should be withdrawn. Failure to submit the revised proposal may result in the withholding of funds. 12. Applications that bring additional external financing, material or human resources to a project through partnerships are favoured over projects that are only sponsored by the City of Kitchener. 13. Community projects should build a level of capacity, that is, knowledge and ability within the community to promote further stewardship initiatives. 14. Applications should relate to one or more of the seven functional areas of Kitchener's Strategic Plan for the Environment, namely; Water Resources, Pollution & Environmental Interference, Waste Management, Land Resources & Growth Management, Energy Systems, Natural & Recreational Amenity Areas, and Resource Consumption. Formed: April 14, 2011 Primary Activities Our committee meets regularly to do the following: • Discuss the long term vision for the park, • Create awareness in our neighbourhood of community initiatives and events, • Plan neighbourhood events, • Plan phase one of the community park • Secure the funding for the project, and • Implement and execute phase one Major Accomplishments to Date • Created a neighbourhood committee that did not exist before, already proactively starting to create neighbourhood belonging and leadership because of the park committee and our outdoor space • Building awareness - we had an information session, hold weekly meetings, and sent a letter out to all existing 300 homes letting the neighbourhood know what the committee is doing • We have created a community website to encourage people to connect with each other • We have received in kind support from our local city counsellor and the City of Kitchener • We are working with the City of Kitchener on this project, and they are providing "in kind support" for the project. • The City of Kitchener has been very supportive of our local committee, and has been very helpful in providing advice and guidance on how to proceed (see letter at the end of the application from Tim O'Brian, Landscape Architect at the City of Kitchener) • Our committee is working with our community liaison (Fabienne Prior), who works internally within the city with the various departments who need to be involved in our project • We have raised just under 3,000 dollars ourselves so far • We are currently planning a Halloween event to build more awareness and conduct some more local fundraising • The creation of the committee and what we are doing has already started the framework on being a community and belonging to something special. • Our committee is energized about being part of the project PROPOSAL INFORMATION Project or Program Summary Please describe briefly (200 word maximum) the program or project, what is the rationale for the project or program, when will it start and finish: 2011 CEIG APPLICATION Page 2 of 7 3-6 Rationale: Our project will create an outdoor community space that will enable belonging and the creation of friendships in our neighbourhood, and will also create a healthy and educational natural space for children to learn and play. What we want to do We want to create an outdoor community space that will attract our neighbours to connect with each other, and create belonging and leadership within River Ridge. We want to put in trees and armour stone in the park, to create seating, and shade, essentially greening. The space is currently much like an open field. This will allow our neighbourhood to connect to their natural heritage where we live and creates pride in a community that values nature. The project will increase the quality of life (outside play and education). Trees improve air quality, and we are leading by example by putting in more trees We want to install 4 more swings and one saucer swing, to ensure that families have enough equipment to want to come to the park. Service work will be done by the City of Kitchener and the City of Kitchener vendor that we purchase the swings from. Timing: Planning is already underway. The project implementation will begin in the spring, dependent on ground and weather (March) Importance of the Program or Project Please explain briefly (200 word maximum) the benefits and/or importance to the community of the program or project: This proposal is important as we are a young neighbourhood, and many home owners are new to our community. We are trying to establish networks, connections and roots for the home owners in our neighbourhood and the broader region. We want to create civic engagement and participation to strengthen our community. This is an example of community volunteers coming together, and creating a natural space, that will enable people to feel more connected to each another. The project permits neighbourhoods to connect to their natural heritage where they live and creates pride in a community that values nature. The project will increase the quality of life (outside play and education). As we also know, trees improve air quality, and we are leading by example by putting in more trees. The committee knows that additional swings for the playground will help to build friendships among children in the neighbourhood. The playground development will support early child development, in the physical, cognitive, social and emotional development areas and provide activities and health for children (i.e. healthy exercise). This proposal demonstrates that our community cherishes and values nature and the environment, children and their families and building network of connections within our community. 2011 CEIG APPLICATION Page 3 of 7 3-7 Goals /Objectives of the Program or Project Please list the short and long-term goals, the environmental benefits, and how the program or project addresses environmental issues and/or problems in Kitchener: Short Term Goals • River Ridge neighbourhood. The entire neighbourhood will be better off. With the park space and playground space increasing in use, that brings on a stronger sense of community vibrancy. • Families will be better off as their children will want to go to the park as there will be swings. With the increase in playground equipment that will match more accurately the demographics, the playground will be used more resulting in children being active, friendships being developed and neighbours interacting with each other. • The families will want to go to the park to connect in the green space (shade and seating) • The neighbourhood will have had a success working together on a community project; this will engage people to develop belonging and leadership for River Ridge and other projects that we might want to undertake to improve our neighbourhood. Long Term Goals • A formal neighbourhood committee may be formed that would continue to work on neighbourhood improvements • Further community connections and projects could be spawned continuing to unify the community. In my capacity as a District Facilitator for the City of Kitchener, I have been working closely with the River Ridge Community Park Committee for some time. This wonderful projec# started off when community residents had a concern for the amount of playground equipment located within their local community park and decided there was a need for some playground enhancements, knowing that the local park is the focal point of the community and that many residents gather there regularly to use the park space. Initially I met several times with Tracey Weiler, the lead on the project and we discussed the process to move forward. As the project moved towards the fundraising component a meeting was called and residents from the community were encouraged to participate. I was in attendance at this first meeting and was really struck first by the number of people that came, but also by the passion and sense of community that already existed within the neighbourhood and clearly would continue to be built on. It was already evident to me that this project was going to mobilize community residents not only on the issue of adding some swings to a playground, but would go further into other enhancements to the park as well as other community building initiatives within their area. This is indeed what has happened. As this project continues forward there have already been many community building aspects. The committee has actively informed the local residents as to their intent with the park space, there has been opportunity for residents to donate time and funds if they desire, connections have been made with local organizations including the Bridgeport Community Association, several local businesses and various service clubs, the group has a website where they communicate regularly with community residents on this project as well as other initiatives and special events, River Ridge residents have came out and volunteered to deliver the Bridgeport 3-14 Community Association newsletter and finaNy; there are plans for some special events to encourage people #o participate in the project and to connect with neighbours and friends. The River Ridge area is a vibrant park of our larger community and the residents that have come together for this project really emphasize this point. Again, I have no doubt that this initial desire to enhance the playground equipment and park space at the local park has strengthened the community and laid the foundation for other community initiatives to take place. Among these improvements, I've been contacted abaut the passibility of new tree plantings at River Ridge Park. This letter is to indicate that Infrastructure Services Operations Division is pleased to work with the community group to accomplish a tree planting project at River Ridge Park. To date we have not discussed any details such as a budget. or scope of the project, but the potential addition of native tree species for the purpose of increasing shade. generally enhancing the park environment as well as supporting the community's enj©yment of their park, is cer#ainly a positive goo! and one that we support without hesitation. understand that this community group intends to submit an application to CLIG in hopes of receiving funds that will cover the cost of supply and installation of a number of native trees of a species suited to the park's conditions and also the cost of providing for watering of the new plantings during the first growing season. Resurrection CSS, located in Kitchener, was built in 1990 and has experienced many successes since its inception. The school has a population of approximately 1500 students and about 75 staff members. In addition to providing quality education, they provide an extensive variety of extracurricular activities. PROPOSAL INFORMATION Project or Program Summary Please describe briefly (200 word maximum) the program or project, what is the rationale for the project or program, when will it start and finish: In conjunction with Eco Schools (a Ministry of Education initiative) and the Region of Waterloo's Active and Safe Routes to School Committee, RCSS would like to apply for funding to expand their space to store bicycles, namely bike racks. Having secure and functional bike racks encourages students and staff to choose active transportation over personal vehicles. This of course, helps to reduce carbon emissions in front of the school and also assists in reducing traffic congestion. The Active and Safe Routes to school committee will provide literature (posters, brochures etc.) that will assist in promoting bike riding to school. The program will begin approximately March Break and run until the end of the school year. Importance of the Program or Project Please explain briefly (200 word maximum) the benefits and/or importance to the community of the program or project: The benefits of this grant would allow the school to create a space to house the number of bikes that are ridden to school each day. As of now, bikes that are brought to school are locked to a variety of poles and fences. Having a more secure place with a more organized appearance will hopefully increase ridership. A poster/brochure campaign about active participation will raise awareness of the importance of an active lifestyle. The campaign can also be tied the Waterloo Catholic District School Board's initiative of "Making our schools healthy places to learn." Goals /Objectives of the Program or Project Please list the short and long-term goals, the environmental benefits, and how the program or project addresses environmental issues and/or problems in Kitchener: The short term goals would include creating a more organized and safe space for bicycles at the school. With launching the campaign in the spring, a time when bikes are used again, we would hopefully see an increase in students and staff riding. Long term goals include developing attitudes that would promote healthy, lifelong living. By choosing active transportation, students will reduce congestion in front of the school, making it safer for all. 2011 CEIG APPLICATION Page 2 of 4 3-18 We would be able to target students with messages that bike riding is a quick, healthy and fairly inexpensive way to get around. We would like to request 3. That would allow space for approximately 30 bikes. ($1650) Active and Safe routes to school would work in-kind with the school to provide appropriate literature and support for the school. We would work with the school and school board (maintenance dept.) to create an appropriate space to install the racks. To address this, we propose simple and straightforward solutions to enable people to take small actions at work on a daily basis to build a culture that values sustainable and green practices. The majority of people spend the majority of their waking hours at their workplace and it is important that everyone exercises the same kind of environmental mindfulness as they would in their own homes. The dean and Efficient ~C&E} Comrr~ittee of LHCS was formed in September '201 ~ in response to feedback from the parents of children attending the school. Through the parental input during a strategic planning process, parents expressed an interest in LHCS focusing on stewardship of energy, water and waste. This desire was rooted in the Biblical mandate of creation care, The C&E committee began its work in September of 2.010 with a threefold mandate: 1. conduct an informal audit tv find way to make school operations more clean and efficient. 2. Investigate conducting an environmental audit 3. make recommendations to the Board of Directors at the school based on the f ndings. In November of 2010, the C&E committee conducted an informal audit of water, energy and waste. The findings were complied and presented to custodial staff, teaching staff and the property committee of the schvv'I. The feedback of these three important stakeholders was taken into account and the final inf©rma! audit recommendations were submitted to the Board in March 2011. C&E also recommended the Board accept an offer from a University of 'Waterloo's School of Planning to do a full environmental audit of the school facility. C&E was able to fulfill it three-part mandate a full two months ahead of schedule. The recommendation of a full environmental audit of LHCS was approved by the Board in December 2010 and in January and February, a full environmental audit was Conducted. C&E is moving ahead with making changes in this area. Previous experiences have demonstrated that this initiative is more effective and efficient within defined geographical boundaries such as Kitchener. The project will use a simple electricity auditing toolkit, developed by CREW, to engage a new sector of our community in finding specific, easy, and in-expensive ways to save electricity in their own homes. For its long term sustainability, the project will develop a training and capacity building program and strategy on sustainable electricity use for grades 5 and 6. This project dovetails well with Ontario science curriculum in grades 5-6. Previous trials with this "Power Saving Toolkit" consistently identified 21-25% electricity savings opportunities per household. Through this initiative we will: - Demonstrate appropriate low-cost solutions in energy conservation for housing residents in Kitchener - Educate primary school kids on sustainable electricity use as part of a long- term strategy - Encourage the public in the sustainable use of electricity - Develop partnership with community-based organizations in Kitchener - Educate and promote the use of the Power Saving Network toolkit - Contribute to improve health condition of Kitchener residcnts 2011 CREW CEIG APPLICATION Page 3 of 7 3 - 43 Importance of the Program or Project Please explain briefly (200 word maximum) the benefits and/or importance to the community of the program or project: Today's reality is that energy conservation is for everyone. And yet, some populations do not have adequate access to information and tools to help them achieve it. Furthermore, many people arc under the mistaken belief that it costs too much up front to save energy (and money) down the road. This project is important because it will prepare target groups: primary schools kids, women and youth groups from Community Housing/Community Centres and typical home owners in real electricity savings. It meets a locally identified need by helping the City of Kitchener residents include low-income housing residents in energy conservation efforts, and by doing it in a way that focuses on appropriate low-cost solutions. It is unique in that it engages youth in teaching, and low-income residents in green leadership, building community and respect between these two populations in the process. Both groups will be closely involved in the initiation, planning, execution, monitoring and final evaluation of the project. NOTE: We are always alert to what will motivate different population segments to conserve energy. When we introduce ourselves to a school class, one of the first things we do is ask if any of the class experience breathing issues. So far, the answer has been 50-60%. When we ask what their doctor says is the case, most frequently the answer is the fine particulate in the air - in other words, pollution. A main source for air pollution is coal fired electricity generation. The largest coal plant in Canada is Nanticoke, on the shores of Lake Erie east of us. The dirty air from this plant and upper US states is carried into our area. Immediately, they want to know what they can do about this, so we explain the conservation reduces the need for these plants and the more we conserve the sooner we can close them down and improve our air quality. For these students, the health issues are most important -not the financial savings as it is for some others. Interestingly, we have found much the same response from low-income households and seniors. We clearly observe that hope for the future is in our youth -they respond enthusiastically to the message and a practical way to make a real difference.
