SUBJECT: TRAFFIC CALMING - DIXON STREET
RECOMMENDATION:
That a speed hump be installed on Dixon Street in front of addresses #206 and #207.
BACKGROUND:
On April 23, 2009, Council approved a traffic calming plan for Dixon Street. This plan included
the provision of:
• Two (2) speed humps on Garwood Avenue
• Three (3) speed humps on Dixon Street
• One (1) raised crosswalk on Dixon Street at Carlin Avenue
• One (1) road narrowing on Dixon Street at Plymouth Avenue
• An all-way stop control at the intersection of Dixon Street and Plymouth Avenue.
This plan was well supported by the local residents, as evidenced by the results of the final
resident survey:
In favour of the recommended plan: 69 (90%)
Opposed to the recommended plan: 7 (9%)
Undecided: 1 (1%)
Tota178 responded out of 179, or (44%)
The two (2) speed humps have been installed on Garwood Avenue. The surface layer of
asphalt is expected to be applied to Dixon Street by the end of September, 2011. The
implementation of the speed humps on Dixon Street will immediately follow up the application of
this final layer of surface asphalt.

A local resident appeared at Council September 19, 2011, expressing their concern regarding
the placement of a speed hump directly in front of their home. From this, Council passed the
following resolution:
"That staff report to the September 26, 2011 Community and
Infrastructure Services Committee to clarify all matters raised
this date concerning installation of traffic calming measures
on Dixon Street relative to the request of Mr Tom Ayotte, area
resident, to move the location of a speed hump from in front
of his property to further down Dixon Street."
This report will serve to clarify the issues at hand related to the location of the speed hump.
REPORT:
When implementing traffic calming measures on a roadway, it has been determined that,
through studies executed within the Traffic Engineering field, providing a spacing of 125 to 150
metres between measures results in the most positive impact on reducing speeds through the
roadway corridor.
This spacing was considered when developing the recommended traffic calming plan for Dixon
Street. As a result, traffic calming measures were approved and built into the Dixon Street
roadway design that included a raised crosswalk at Carlin Avenue and a road narrowing at
Plymouth Road. Also included in the approved plan was the provision of a speed hump mid-
point between these two measures. As the distance between the raised crosswalk and the road
narrowing is 250 metres, locating the speed hump mid-point between these two measures
would result in the most effective traffic calming design in maintaining lower speeds through the
Dixon Street corridor.
Initial investigations for the specific placement of this speed hump indicated the area in front of
#200 and #201 Dixon Street provided the required clear curb space on both sides of the
roadway to develop a seven (7) metre long speed hump.
In response to this Council resolution, further investigation has been undertaken related to this
issue.
Alternate locations for the speed hump were investigated. As mentioned, seven (7) metres of
clear curb space on both sides of the roadway is required, along with no infrastructure (catch
basins, manholes, etc) interference. Initially, the area in front of #206/207 Dixon Street was
ruled out due to the existence of catch basins in this area, as well as limited space to
accommodate the seven (7) metre speed hump.
Subsequent investigation on this location determined that the catch basins are designed to be
totally within the curb and gutter area, not infringing on the roadway asphalt. Additionally, it was
confirmed that this area provides the seven (7) metre free curb space on both sides of the
roadway. As a result, a speed hump can be developed in the area in front of #206/207 Dixon

Street. A speed hump in this location would result in 125 metres of spacing between the raised
crosswalk at Carlin Avenue and this hump, and 125 metres between this hump and the road
narrowing at Plymouth Road.
Neighbouring residents were contacted regarding their position on having a speed hump located
in front of their home. Their input is as follows.
200 Dixon St -This is the resident that appeared before Council outlining his opposition to a
speed hump being placed in front of #200/201.
201 Dixon Street -The resident supports the provision of a speed hump in this area to address
speeding and would prefer the hump to be located in front of #200/201.
206 Dixon Street -The resident has no concerns with the placement of a speed hump in front of
#2061207.
207 Dixon Street -The resident supports the provision of a speed hump and has no concerns
with its placement in front of #206/207.
Residents closer to Plymouth Road were also contacted regarding the possibility of a speed
hump being located in front of their home. Their input is as follows.
186 Dixon Street -The resident supports the provision of traffic calming measures on Dixon
Street, but they believe that the hump should be placed further away from the road narrowing at
Plymouth Road.
190 Dixon Street -The resident could not be contacted presently due to being out of town.
However, staff did discuss this issue with the resident weeks ago and they, while supporting the
traffic calming plan, would not like a speed hump in front of their home.
191 Dixon Street -The resident could not be contacted.
Based on the input of the local residents, and to provide the speed hump in a location that will
remain effective in reducing speeds through the Dixon Street corridor, it is recommended that
the speed hump be located in front of addresses #2061207 Dixon Street.
COMMUNICATIONS:
The overall traffic calming plan was supported by the residents of Dixon Street.
The residents impacted by this proposed speed hump relocation have been contacted and have
no concerns with our recommended location.
CONCLUSION:
The recommendation of this report addresses the request of the resident that appeared before
Council by relocating the speed hump away from the front of their home, while still providing this

traffic calming measure in an effective location to address speeds through the Dixon Street
corridor.
FINANCIAL IMPLICATIONS:
The cost to install the recommended speed hump will be covered by Transportation Planning's
traffic calming budget.
This hump will be placed after the application of the surface layer of asphalt and the cost is not
impacted by the recommended speed hump relocation.
