BACKGROUND: In January 2009, Council approved the Kitchener Growth Management Strategy. A key action item from the strategy was to evolve the 40 -year practice of the Staging of Development into a comprehensive plan to manage growth- related projects, infrastructure, land use planning and development applications. In May of 2009, the first Growth Management Plan (KGMP) was approved and it has helped manage growth over the last two years. It is now time to update the biannual KGMP. This report is also linked to a development charge financial report FCS -11 -171. REPORT: An internal staff team from Planning, Development Engineering, Transportation Planning, Finance, Community Programs & Services and Information Technology provides input into the biannual Kitchener Growth Management Plan (KGMP). The KGMP guides decisions on the relative priority and timing of development applications, environmental assessments, and a broad range of growth - related capital projects, especially infrastructure and community facilities. The KGMP is considered in early Fall (September or October) in order to inform the Capital Budget process for the following year. The KGMP also informs the Development Charges process. KGMP 2011 -2013 Process The internal team conducted a preliminary analysis of parcels and project timing based on the Staging of Development criteria outlined in the KGMP (outlined on page 2 of the KGMP document). A draft growth management plan was circulated to departments, agencies, landowners and their representatives in late August for comment (note: the timing of this version was impacted by the consideration of the Rosenberg Secondary Plan in June and August). The item was discussed at the September meeting of the Waterloo Region Homebuilders Association Liaison Committee. The team then synthesized the comments received to formulate the responses provided in this report to create the final KGMP document. 4 -1 Staff Report ITC HEIt' R Community Services Department www1itchenerca This year, the preparation of the KGMP coincides with the Annual Monitoring Report and a report from the Finance Division regarding the status of Development Charge revenues and the impact on specific growth- related capital projects over the next 3 years. KGMP 2011 -2013 Highlights Activity within the Intensification Areas remains the highest priority in the KGMP. Although a number of significant projects and development have occurred over the last two years, resources and prioritization will still be required in order to conduct Rapid Transit station area planning, secondary planning, zoning reviews, infrastructure planning and to review a number of significant development applications. A few of the greenfield growth areas identified in the KGMS Background Study and the KGMP 2009 are now fully developed or very close to being completed. As a result, Highland West and Glasgow West are no longer shown on this version of the KGMP. Any additional development or projects that may be proposed in these areas would be considered infill. Also, a significant number of projects identified as Priorities A and B in the last KGMP are now complete or finishing. Several parcels that were identified as higher priorities have been approved or have reports pending. For various reasons, several other properties have not progressed very far toward being fully developed. Since the last KGMP was approved in 2009 numerous growth - related studies and macro -level planning initiatives have been completed or are nearly complete, particularly in the Rosenberg Community (formerly known as Southwest Urban Area). As a result, it is appropriate to review the timing of development of the affected parcels of land. Because the KGMP is linked to the Development Charges and Capital Budget processes, the proposed timing of development and capital projects is also linked to the financial position of the development charge reserve fund. As noted in Report FCS -11 -171 the development charge reserve is in a negative position and in order to reduce the deficit it is necessary to reprioritize projects which will impact some of the assignments in this KGMP. The progress achieved with numerous macro -level planning initiatives combined with shortfall in the development reserve has prompted a need to slightly change the descriptions of the priority categories in the KGMP. This revision occurred after the preliminary circulation of the draft version. The updated category descriptions are: Priority A, Green a� ap 1 Priority B, Light Orange Development applications and initiatives with this priority will be given highest priority. If there is a competing interest for time /resources with other rankings, this priority will prevail. The Urban Growth Centre has the overall highest priority (A -1). The intent is that planning applications and initiatives with this colour will also be actively worked on with high priority in the coming 2 -year timeframe; however, A -level (Green) areas take precedence over this priority ranking if there is a competition for resources, etc. in a given agenda cycle. Both Priority A and B lands are eligible for consideration of potential Development Charge Credit Refund Agreement for infrastructure. 4-2 Staff Report ITC HEIt' R Community Services Department www.kitchenerca Priority C, Dark Orange If all necessary studies and technical items are complete, planning applications and initiatives will be actively worked on. However these lands will not be eligible for consideration of potential Development Charge Credit Refund Agreement for infrastructure within the coming 2 -year time frame. In these instances, the necessary engineering and community infrastructure may be later in the City, Region or agency Capital Forecast and /or there may be financial implications. Priority A and B items will take precedence if there is competition for resources. Priority D, Red The intent is to not actively work on development applications or to undertake property- specific municipal work within this area in the coming 2 -year timeframe. There may be specific high level initiatives (perhaps by other levels of government) that are required and the timing of those initiatives will be indicated in the Growth Area Subplan. These lands currently do not achieve the overall criteria, they may be considered for future urban use and /or may have significant environmental, servicing or financial implications. Often these lands require infrastructure to come through other lands that are given a higher priority first before they can be developed. This primary change is for parcels identified as Priority C. Unlike the previous KGMP, the City of Kitchener will now actively work on development applications for parcels identified as Priority C because the necessary macro -level planning has been completed or is nearing completion. However, due to the financial position of the development charge reserve fund, these parcels are not candidates for credit - refund agreements within the coming two -year time frame. The revised approach means that there would be some parcels of land in the Doon South Phase 2 community that would be Priority B and could proceed as they can be serviced through existing engineering infrastructure (Homer Watson Pumping Station). Other parcels in Doon South Phase 2 would be revised Priority C and could be considered for processing subdivision modifications and engineering drawings; however, the ultimate development timing is dependent upon infrastructure further out in the Capital Forecast (Doon South Pumping Station and forcemain). This approach would be similar to the Rosenberg Community which would have some parcels as Priority B and others that are dependent upon the future extension of the Middle Strasburg Trunk Sanitary Sewer as revised Priority C. The revised Priority C lands in Rosenberg could have their development applications be considered during this two -year timeframe. It should be noted, that both of these growth areas will also contribute to the need for enhanced /additional community infrastructure (community centres, library, arena, schools, etc) and future maintenance obligations (new roads, sidewalks, parks, etc). 4 -3 Staff Report ITC HEIt' R Community Services Department www1itchenerca The number of parcels recommended within each priority area is as follows: Priority A Priority B (revised) Priority C Priority D 18 + more than 20 Intensification Areas 24+1 Intensification Area 10 17+3 Intensification Areas In addition, there are approximately 18 growth related projects /initiatives that are recommended for prioritization in the immediate timeframe for City staff to undertake or that are known projects in growth areas that involve outside agencies (such as the Region of Waterloo). These initiatives include proceeding with environmental assessments and detailed design for roads, servicing, pumping station upgrades, new road construction, secondary planning and zoning implementation, park/trail implementation, and intensification area work. Response to Preliminary Circulation There were 10 responses received on the preliminary circulation regarding 19 parcels. The Grand River Conservation Authority did not identify any concerns. The remainder of the responses were on behalf of various landowners. The comments and justification received for the individual parcels are attached as Appendix "A ". The following is a summary of the requests and a brief staff response. Parcel #28 (Activa — Huron Village) The proponent supports the staff recommended Priority A timing. Parcel #30 (Primeland Developments — Huron South) The request is to identify the parcel as Priority A. Staff recommends Priority B given that a draft plan modification and zone change is underway and a servicing solution is still required. Therefore it is slightly different than other Priority A parcels. Parcel #31 (Freure Development Limited — Huron South) The request is to identify the parcel as Priority B. Staff supports the Priority B timing for the reasons noted in the proponent's letter. Parcel #37 (Chalon Estates — Doon South Phase 1) The proponent supports the staff recommended Priority B timing. Parcel #38 (Chalon Estates — Doon South Phase 1) The proponent supports the staff recommended Priority A timing. Parcel #70 (Valley View Heights — Grand River South) The proponent supports the staff recommended Priority B timing. Parcel #83 (Activa — Bridgeport North) The proponent supports the staff recommended Priority A timing. 4 -4 Staff Report ITC HEIt' R Community Services Department www.kitchenerca Parcel #90 (Activa — Doon South Phase 2) The request is to identify the parcel as Priority A (along with other Doon South Phase 2 lands). Upon reviewing the revised sanitary catchment area for the Homer Watson pumping station, subdivision details, future infrastructure requirements, financial implications and the staging criteria, staff recommend Priority B timing for the majority of Stage 1 & Stages 2 -4 of this parcel (30T- 08203). Parcel #91 (Hallman — Doon South Phase 2) The request is to identify the parcel as Priority A. Upon reviewing the revised sanitary catchment area for the Homer Watson pumping station, subdivision details, future infrastructure requirements, financial implications and the staging criteria, staff recommend Priority B timing. Parcels #97 and 101 (Monarch — Doon South Phase 2) The request is to identify both parcels as Priority B. The proponent's submission includes numerous points to justify and explain the request. As noted in the parcel response above, upon review staff recommend Priority B timing for a portion of Stage 1 of Parcel #97 (30T- 07203, Lots 25 -110). The remainder of the lands are currently tied to the future Doon South pumping station and the timing thereof (along with the remainder of the Activa parcel #90 and other lands in Doon South Phase 2). This item is not considered as eligible for a Development Charge Credit Refund Agreement at this time. The provision and timing of community infrastructure and the maintenance requirements are also considerations in this area. Parcel #104 (Activa — Laurentian West Phase 1 -3a) The request was to identify this parcel which was previously shown on the KGMP. Staff have corrected the mapping and support the recommended Priority A timing. Parcel #106 (Activa — Doon South Phase 1) The proponent supports the staff recommended Priority A timing. Parcel #117 (Activa — Laurentian West Phase 3b) The request is to identify the parcel as Priority A. In the original KGMP, Council included a separate resolution for this parcel of land. There have been numerous meetings and correspondence with the proponent over the past two years. There are several issues with the timing. No additional comments or recommendations on the timing of this parcel is provided at time as the relevant development applications have been appealed to the Ontario Municipal Board and a hearing is pending. Parcel #118 (Mattamy — Rosenberg) The proponent supports the staff recommended Priority B timing. Parcel #120 (Ian Cook Construction Ltd. - Rosenberg) The proponent indicated satisfaction with the initial Priority B assignment for these lands in the Rosenberg Community. Since the comment was received, the priority level categories have been revised. As a result, the recommended timing is new Priority C. This means that a subdivision application for these lands would be reviewed and processed towards a recommendation in the coming two years; however, it would be ineligible for a Development Charge Refund Agreement during that timeframe. 4 -5 Staff Report ITC HEIt' R Community Services Department www.kitchenerca Parcel #125 (Doersam — Rosenberg) The request is to identify this parcel as Priority A. While this property (and others along Fischer Hallman in the Rosenberg Community) is intended for a mixed use area, there are still a number of planning applications to consider along with engineering and community infrastructure. As identified above, the priority level categories have been revised. As a result, the recommended timing is new Priority C. This means that a subdivision application for these lands would be reviewed and processed towards a recommendation in the coming two years; however, it would be ineligible for a Development Charge Refund Agreement during that timeframe. Parcel #126 (Activa — Rosenberg) The proponent indicated satisfaction with the initial Priority B assignment for these lands in the Rosenberg Community. Since the comment was received, the priority level categories have been revised. As a result, the recommended timing is new Priority C. This means that a subdivision application for these lands would be reviewed and processed towards a recommendation in the coming two years; however, it would be ineligible for a Development Charge Refund Agreement during that timeframe. Parcel #128 (Deerfield — Laurentian West) The request is to identify the parcel as Priority A. Staff recommend Priority B which is a similar priority level. Parcel #131 — Formerly #95 (Deerfield — Rosenberg) The request is to identify the parcel as Priority A. Given that this parcel does not require the same level of infrastructure provision as other lands, staff recommend Priority B which is consistent with other lands in the southern portion of the Rosenberg Community. ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN: This project directly supports the community priority of `Development', specifically Strategic Directions #1 and 3. FINANCIAL IMPLICATIONS: Decisions on the KGMP are intended to inform the growth- related Capital Budget Forecast. The KGMP provides the city -wide "picture" and assists with coordination. Changes to the KGMP may impact the timing and /or financial implications of infrastructure and non - infrastructure projects (although there are numerous other factors and influences). COMMUNITY ENGAGEMENT: A draft growth management plan was circulated to affected land owners and their representatives (primarily to "greenfield" interests). This item was discussed at the September 16th meeting of the Waterloo Region Homebuilders Liaison Committee meeting. CONCLUSION: The KGMP provides a comprehensive plan that identifies the relative priority for development application and projects within growth areas. In particular, I wish to provide comments as it pertains to Parcel # 30 — Primeland Developments and Parcel #31 — Freure Developments Limited. The draft Kitchener Growth Management Plan 2011- 2013 identifies Parcel # 30 as Priority B whereas the previous Kitchener Growth Management Plan 2009- 2010 identified it as Priority A. Our clients have been working on the final phases of this subdivision plan in order to obtain approval for minor zone amendments and draft plan modifications. We expect to receive final approval in the near future and will proceed to register the plan. As such, we feel that the Priority A designation should be maintained on this parcel to reflect that registration is expected within the next six to nine months. It is important to maintain the Priority A designation for this property so that an adequate supply of building lots is made available. At present, our client expects to deplete their current supply by next spring and want to ensure a continuous supply of building lots. With respect to Parcel #31 — Freure Developments Limited, we note that this parcel was identified as Priority B in the previous KGMP whereas it is now identified as Priority C. As noted above, our client is working to register the final stages of their north plan and will now be turning their attention to the south plan. It is equally important to maintain the Priority B designation for this property in order to ensure that the pending plan resubmission is reviewed in a timely manner. It is worth noting that the South Strasburg Trunk Sewer is to be routed through this property and that lands to the west and southwest of Parcel #31 are dependent upon this trunk sewer. (Activa's) comments on the draft map and recommended timing and rankings of development applications for the Draft Growth Management Plan 2011 -2013 and Post 2013 circulated on August 22, 2011. Activa `Weiss' Lands — (Not Identified) Activa's "Weiss Lands ", previously identified as Parcel #104 in the 2009 -2010 and Post 2010 Kitchener KGMP is not identified in the current draft KGMP. While we understand that the KGMP deals primarily with plans of subdivision, the Weiss lands were previously included in the KGMP and were assigned a Priority `A' ranking. The identification of the Weiss lands as a Priority 'A' rating corresponds to the rating of the adjacent approved draft plan of subdivision 30T -05201 known as the Eby Estates subdivision. A draft plan modification was submitted on June 23, 2011 to request a minor modification to the Eby Estates subdivision to facilitate, in part, a more efficient development layout of the adjacent Weiss multiple residential block. Since the Activa `Weiss' lands were identified in the previous KGMP as a Priority 'A' and have not yet been approved, Activa requests that the lands be identified in the current version of the KGMP to reflect the municipality's intentions to process the Zone Change and Site plan applications submitted on December 1, 2008 within the highest Priority `A' time frame. (Parcel #83) — Kiwanis /River Ridqe Lands Activa's draft plan of subdivision application was draft plan approved by the City of Kitchener on February 1, 2010 and was subsequently appealed to the OMB by a neighbouring property owner. Stages 4 -5 are still under appeal and have been identified as Parcel #83 with a Priority `A' assignment in the draft KGMP. Stages 1 -3 of the plan received Board approval and have subsequently been registered with development underway. Activa concurs with Staff's position that the remaining Stages 4 -5 are a Priority 'A'. We anticipate that the remaining issues will be resolved by the end of the year with registration of these Stages occurring in 2012. 4 -10 (Parcel #28) — Huron Village Activa's Huron Village development, identified as Parcel #28 in the Huron Subarea plan was draft plan approved on July 2, 2003. Identified as Priority `A', seven stages, including 5, 7, 8b, 11, 12, 16 and 17 are remaining to be registered. We support the Priority `A' rating and anticipate that the remaining stages will be registered and constructed during the current 2011 -2013 and Post 2013 KGMP. Stages 5 and 16 will be registered and constructed in the Fall of 2011. Parcel #1261 — Fischer - Hallman Identified as Parcel #126, Activa's Fischer - Hallman land is proposed to be identified as a Priority `B' ranking. Activa concurs with the Priority `B' ranking as the planning for the larger area has been completed through the Southwest Urban Area Study and the approval of the Rosenburg Secondary Plan. (Parcel #117) — Trussler Road Lands Activa's Trussler lands are located in the area identified as the Laurentian West Phase 3B Growth area and have been assigned a `Priority B' rating. This is the same priority rating as previously approved in the 2009 -2010 and Post 2010 KGMP. It was our understanding that the intent of the KGMP is to recommend timing of development which specifically ties land use planning with infrastructure projects and the capital budget and forecast. Priority `B' status identifies planning applications and related initiatives including the planning and coordination of required infrastructure and related environmental assessments that would be actively processed at an interdepartmental City wide level with high priority within a two year timeframe. During this timeframe, Activa attempted to work with City Staff to develop a process to complete the Class EA Process for a pumping station that was identified as being required to service the development. In the Spring of 2011, City staff advised that because the pumping station was not scheduled in the City's capital forecast until 2020, Staff was not in a position to proceed with the Class EA process regardless of the Priority B assignment in the KGMP. In order to facilitate the completion of the Class EA process, Activa proposed it provide, at its risk, the funding required by the City to complete the EA. City Staff did not support the completion of the Class EA process at Activa's expense unless Activa also committed to providing all funding required for the design, construction and commissioning of the sewage facilities determined in the yet to be completed Class EA process. As was outlined in our comments provided as part of the first KGMP, which I have attached for your convenience, Activa is of the position that ample information is available and has been provided to the City to assess the merits of the proposed development applications. In light of the City's position which would require Activa to commit to provide funding for all required infrastructure for a development before the applications are processed, Activa initiated the Class EA process for the pumping station through an integrated process in Activa's Response to the Draft Kitchener Growth Management Plan (KGMP) 2011 -2013 and Post 2013 Page 2 of 3 4 -11 conjunction with appealing the planning applications to the Ontario Municipal Board for consideration. Contrary to the City's position, recent amendments to the Environmental Assessment Act, which are attached for your information, confirms the Province's support and specifically recognizes the desirability of a "proponent driven (including private developers)" integrated planning and EA approach in order to avoid duplication and ensure improved environmental protection. A prehearing conference has been scheduled for October 5, 2011. Although an appeal has been lodged, Activa is open to continued negotiations with the City to advance the timely completion of the ongoing Class EA process and the processing of the planning applications. With the integrated Class EA process well underway and all necessary studies and information available to the City, including the possibility of an Ontario Municipal Board hearing in 2012, Activa is recommending that this project receive a Priority `A' assignment to accurately reflect the assignment of Staff resources within the current KGMP time frame. Parcels #106 and #90 (Stauffer Woods — Stage 1 and Stages 2 -4) Activa's draft plans of subdivision 30T -06203 (Parcel #106) and 30T -08203 (Parcel #90) were draft approved by the Ontario Municipal Board on March 25, 2009 and March 12, 2010 respectively. Both plans including Parcel #91, 97 and 101 are located within the Doon South — Phase 2 community and are integrally connected from a servicing and traffic capacity perspective. Parcel #106 has been assigned at Priority `A' ranking which Activa agrees with as this plan is proceeding to registration. Parcel #90, together with Parcels 91, 97 and 101 are proposed to be assigned a Priority `C' assignment which Activa does not support as collectively these parcels represent the bulk of the developable land within the Doon South Community and share a number of servicing and traffic requirements. As a result, all of the affected plans will proceed to registration and development in a similar time frame. Accordingly, we request that these lands be assigned the same priority ranking as Parcel #106 as initiatives required to develop these lands are intricately tied. I enclose for your reference the following: Map showing the Monarch lands in Doon South complete with color coding of each development phase; Monarch letter provided to purchasers related to Kitchener Capital servicing program status; and, Map showing the location of the Monarch lands in Doon south relative to the Doon South Pumping Station, soon to be installed Robert Ferrie forcemain along with the location of lands acquired for the Doon Pumping station. By means of back ground, the Monarch properties are shown as Numbers 97 and 101 in the 2009 Kitchener Growth Management Plan (KGMP. The KGMP report was prepared in 2008 and approved by Council in 2009. Notwithstanding that draft plan approval was granted to Monarch's lands, along with others in the southern portion of the Doon South Community In May 2009, all of this area was designated Priority 'C' in the KGMP. Since June 2009 the City of Kitchener has achieved a balanced growth program between infill and greenfie►d development. In 2008 the KGMP forecasted that there were approx 9,500 residential units in various states of approval that could support the residential needs of the City. Since 2009 the City has seen a take up of approx 1200 units per year. The development of these additional residential units has reduced the supply by a total of 2400 units to a remaining supply of 7,400 units. As such it is an appropriate time to revisit the City's growth priorities. Coincidently, significant work, approvals and development advancement has also taken place on the Monarch Lands and within the Doan South Community that would warrant a status update in the KGMP study to reflect the current approval status, subdivision registrations and preparation that has been done to get ready for thoughtful growth in the area. Since June 2009 much has taken place, Monarch and the Doon South Area saw the finalization and approval of various environmental storm water management reports that allowed the OMB to issue final draft plan conditions in March of 2010. This achievement represents a milestone in the approvals process that allows new science to be applied to the cooling of storm water by using infiltration galleries to absorb flows back into the ground. In 2010 Monarch also made engineering submissions in support of the development of its first residential subdivision phase in Doon South. Monarch's first subdivision phase represents an extension of the Topper Woods Neighborhoods as this area already shares some common streets and amenities and contains 110 residential units (of which 24 are constrained due to servicing), a storm pond and a neighbourhood park as well as the construction of completion of the Robert Ferrie Drive connection to New Dundee Road. It is also noted that the construction of Robert Ferrie Drive not only provides the ultimate right of way connection to Doon but that is also includes the construction of a force main that will ultimately be needed for the future Doon South Pumping station that is identified in the City 's Capital Program. Approval of Monarch's first phase engineering design was sufficiently advanced in 2010 to allow a subdivision agreement to be executed with the City of Kitchener. Model homes were built in the summer of 2010 and sales commenced in the spring of 2011. To date there has been strong interest in Monarch's Home offerings as Monarch has been absent from the Kitchener housing market for a number of years. The homes being offered represent the best of our new home designs which was one of the reasons Monarch was chosen Builder of the year in 2010 within the Greater Toronto Area. Currently, approvals for grading and servicing are in place. Grading commenced on the site in the spring of 2011. It is anticipated that the first phase subdivision will be registered in the summer of 2011 and that completion of services and roads will be complete in November of 2011. The first homeowners are expected to move into their homes in the spring of 2012. The attached Figure 1 "Monarch Development Schedule" illustrates the geographic location of the 2011 and subsequent proposed residential development phase sizes and locations. Monarch 4-15 has an interest in 4444 unties in this area and has assumed a measured annual phasing program for a 4 year period of approx 150 -200 units per year. We feel this is a modest contribution to the annual residential take up of 1200 units per year the City current pace of growth. As noted Monarch will register the first stage illustrated in green on Figure 1 j late this summer. It is noted that 86 of the 110 units within the plan be serviced by the existing gravity sanitary sewer and the associated upgrades to the Homer Watson pumping station which are expected to be in place at the end of 2011. See attached figure 2 and Monarch letter that has been provided to new home purchasers at our sales office. Monarch has an obvious interest in being able to continue with its house building operations and to complete the remaining 24 units within its phase 1 plan (pink area on Figure 2) as well as moving forward with the balance of our development plans. The 24 units within the first residential plan that will be registered this summer along with the remainder of the Monarch lands in this area will utilize the force main that is being built on Robert Ferrie Drive with Monarch's first subdivision phase and require the construction of the Doon South Pumping Station (DSPS). The DSPS is shown in the Current Staging of Development document and the Development Charge background study as infrastructure that the City was considering for the 2010 -2013 construction period. In anticipation of this schedule an EA had been undertaken to select a site for the pumping station and routes for forcemains. The City has now acquired lands that will accommodate the future Doon pumping station. The location of the pumping station is located on portion of the former Vos property adjacent to Monarch's phase 1 subdivision registration area. In the most recent 2011 Capital Budget, the Doon South Pumping station was reallocated to 2019. We are interested in seeing the original schedule range identified in the KGMP report and the 2012 budget for certain components of the project. To facilitate moving the component pieces forward. Monarch is prepared to enter into arrangements with the City of Kitchener for a DC Credit Refund Agreement or any other financing mechanism that would see the advancement of the construction of certain components of the DSPS so the development may continue in Doon South in 2012. As you are aware, the development of the Doon South Community will take place in an east to west direction as the easterly portion of Doon will contains the Robert Ferrie forcemain, and the land for the DSPS. The DSPS is necessary to accommodate other developments further to the west in the future as shown on Figure 3. The extension of services and infrastructure such as the DSPS in and of itself is a further staging mechanism within the Doon South Community as other projects will be needed over time as development proceeds further westward. We understand the City's need to consider all of its infrastructure requirements in its budgeting and staging process. However, the Monarch project requires only this one piece of civic infrastructure as all other roads, storm water management ponds and parks will be provided by Monarch. The Monarch project will also generate DC revenues at a time when the DC fund needs to be replenished. 4-16 The City has already completed an EA for the DSPS (2009 - 2010), purchased the land for the DSPS (2010) and made upgrades to the Homer Watson pumping Station (completion 201 1) to which this sewage will flow and has ensured that a forcemain be installed within the Robert Ferrie Right of Way (2011). The advancement of the DSPS represents a logical step towards implementing a key segment of the phased servicing infrastructure required for the entire Doon Area. Advancing this one project development will thereby maximize the investment the City has recently made in infrastructure in this area. The City of Kitchener has been successful in promoting a balanced approach to growth and is achieving significant intensification along with new development in Greenfield areas. Kitchener will continue to take a large share of regional growth given conditions and land supply in other cities. The Doan South area and lands on the west side of the City in the Fischer - Hallman Corridor will be important in accommodating future growth. Many of the other properties in these two areas, whether designated as a Priority B or C in the current staging plan, still require Draft Plan of Subdivision approval or are awaiting sewer extensions. As previously noted, Monarch is committed to proceeding now with its development and can build the necessary infrastructure to accommodate its project as well as other properties in Doon South. The Doon South land holdings are Monarch's only property in Kitchener. Monarch wishes to continue its presence in the community, and their involvement in local home building provides competition in the marketplace by a longstanding homebuilder that prides itself on quality and innovation.
