BACKGROUND: On December 8 2010, Council appointed Ms. Simone Smith, Project Engineer and Ms.Barbara Ciochon, Masters Student in Environmental Policy to the Environmental Committee. In June 2011, staff received letters of resignation from Ms. Smith and Ms, Ciochon, indicating that they were no longer able to participate on the Committee; thereby leaving two vacancies. REPORT: Several individuals have contacted staff over this past year expressing interest in being appointed to the Environmental Committee. Accordingly, those five people were contacted and requested to complete an application, with a submission deadline of October 14, 2011. Three people responded back with completed applications, copies of which along with their resumes (if provided) have been circulated under separate cover to all members of the Environmental Committee in accordance with the Municipal Freedom of Information and Protection of Privacy Act. Council Policy I-100 (Environmental Committee-Terms of Reference) states that appointments shall be based on an applicant demonstrated interest and participation in environmental matters, academic qualification, work experience, knowledge and professional expertise. In addition, it also indicates that optimally two-thirds of the Committee's composition should have formal training in an environmental discipline. It should be noted Ms. Smith and Ms. Ciochon both have significant environmental experience in areas of remediation and environmental policy making and their vacancies would be best suited for new members with similar experience. Accordingly, staff are proposing that Ms. Huxted and Mr. Dowling be appointed to the Committee. Ms. Cheryl Huxted is currently the Forestry Technologist for the City of Waterloo; with over 12 years' experience in natural area management and the urban forest. Her education experience Staff Re~p~r~ I~TCn~nT~~ Finance and Corporate Serlvices Department www.kitthenexca includes a Bachelors of Science in Environmental Studies and a designation of Applied Science Technologist (A.Sc.T) through the Ontario Association of Certified Engineering Technicians (OAC ETT). Mr. Patrick Dowling is currently employed as an environmental scientist with a local consulting firm, where his work involves the completion of Environmental Assessments and the remediation of brownfield sites. His education experience includes a Bachelors of Arts in Geography, with a minor in Political Science and a post graduate diploma in Environmental Engineering Applications. In addition, he has a general understanding of municipal, provincial and federal environmental statutes. Any recommendation from the Environmental Committee concerning this matter would be considered at Council's annual appointment meeting schedule for November 14, 2011. Pending Council's endorsement, the new members will be permitted to participate at the Committee's regularly scheduled meeting of November 24, 2011. ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN: Citizen appointments to advisory Engagement Priority of the City of demonstrates the City's commitment and improve the environment. FINANCIAL IMPLICATIONS: N/A COMMUNITY ENGAGEMENT: committees relate to the Leadership and Community Kitchener Strategic Plan. The proposed appointment by supporting the City's commitment to conserve, protect Staff are regularly contacted by individuals interested in joining the Environmental Committee. Accordingly, the five people that showed an interest in being members of the Committee and met all of the eligibility requirements provided for in Council Policy I-63 (Appointment to Boards Committees) were contacted and were requested to complete an application.
