BACKGROUND: In November 2010, a public open house was held at Margaret Avenue Public School to discuss the upcoming reconstruction of Ellis Avenue between Guelph Street and Hartwood Avenue, with the construction work to be completed in the fall of 2011. Transportation Planning has been invited to review the on-street parking prior to the completion of the roadway improvements. REPORT: At the present time, on-street parking is permitted on both sides of Ellis Avenue between Guelph Street and Hartwood Avenue for a maximum period of three (3) consecutive hours, as outlined in the City of Kitchener Uniform Traffic By-law No. 2007-138. The existing roadway width varies between 9.0 to 8.5 metres along Ellis Avenue between Guelph Street and Hartwood Avenue. The reconstruction of Ellis Avenue will result in a reduced roadway width of 7.2 metres. This reduced width is necessary in order to properly accommodate all required services within the roadway right-of-way. This reduced roadway width necessitates the elimination of parking on one side of the roadway. Failure to do so would result in an effective roadway width that would be too narrow to accommodate emergency response vehicles, as well as safe two-way traffic. 4-1 1 Staff Re ort p Krr~.~-~~,i~iER ~nfrastru~ture Servrces Department www.kitthenerta In order to address this request, Transportation Planning notified the residents regarding the intention to prohibit parking at anytime on the south side of Ellis Avenue befinreen Guelph Street and Hartwood Avenue. The south side of Ellis Avenue has been selected for the proposed parking prohibition due to: existing utility poles to post signs on, thereby not requiring additional posts within the boulevard to maintain the same side for parking prohibition that is consistent with the existing parking prohibition on the south side of Ellis Avenue between Blucher Street and Guelph Street to open up sightlines for drivers accessing Ellis Avenue from RaitarAvenue. Please note that the proposed parking changes would not be incorporated until the completion of the reconstruction project. ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN: This initiative falls under the Community Priority of Quality of Life. "Work with partners, including all orders of government, to create a culture of safety in our community." By working with the neighbourhood, on-street parking concerns have been addressed. FINANCIAL IMPLICATIONS: The approximate cost for sign installation for the roadway is $600 and will be taken from the existing sign maintenance budget. COMMUNICATIONS: In December 2010, Transportation Planning notified the 47 affected residents along Ellis Avenue between Guelph Street and Hartwood Avenue regarding the proposal of implementing a no parking regulation on the south side. Response to this notification was limited to one resident advising that they do not support this proposal.
