HomeMy WebLinkAboutFCS-11-199 - E11-052 - Consultant Serv - Huron Rd Bridge Rehab.REPORT TO:Committee of the Whole DATE OF MEETING: 2011-10-24 SUBMITTED BY: Larry Gordon, Director of Supply Services, 2214 PREPARED BY: Larry Gordon, Director of Supply Services, 2214 WARD(S) INVOLVED: 3 & 4 DATE OF REPORT: 2011-10-17 REPORT NO.: FCS-11-199 SUBJECT: E11-052 – Consultant Services – Huron Road Bridge Rehabilitation (City Bridge # 805) RECOMMENDATION: That Expression of Interest E11-052, Huron Road Bridge Rehabilitation (City Bridge # 805), be AECOM Canada Ltd., Kitchener, Ontario awarded to at their estimated fee of $138,971.80 including contingencies of $12,633.80 plus H.S.T. of $18,066.33, for a total of $157,038.13, based on a satisfactory contract being negotiated and an upset fee being established; and further, That the Mayor and City Clerk be authorized to execute an agreement satisfactory to the City Solicitor. BACKGROUND: The Huron Road Bridge Rehabilitation project has been initiated to address bridge structure issues which currently exist. The bridge is currently experiencing deterioration of the railings, deck, girders and abutments. The Huron Road Bridge is a heritage feature and as such, a Schedule B Class Environmental Assessment may be required to do rehabilitation works depending on the type of rehabilitation. The project scope includes the generation and evaluation of various alternatives to rehabilitate the bridge consistent with the Environmental Assessment Act, should an Environmental Assessment be required, detailed design and contract administration. It is anticipated that construction will commence in the summer of 2012. REPORT: Expressions of interest were advertised publicly in The Record, on the City of Kitchener website and on the internet through the Ontario Public Buyers Association Electronic Tendering Information System relative to this project. Documents were downloaded by thirty-five (35) th interested parties, and by the closing date of Tuesday September 6, 2011, seven (7) responses had been received. ï ·ª÷ ó ï In accordance with Chapter 170 of the Municipal Code pertaining to the Selection of Professional Services/Consultants, a Consultant’s Review Committee was established consisting of S. Allen, Manager, Engineering Design & Approvals, K. Mick, Design & Approvals Engineer, J. Stevenson, Engineering Construction Project Manager, and L. Gordon, Director of Supply Services. The Review Committee met on Thursday September 22nd, 2011, to review the submissions and a shortlist of three (3) candidates was selected for further interviews. The Committee met th on Wednesday October 5, 2011 to interview the shortlisted candidates. The Committee elected to award the project to AECOM Canada Ltd., Kitchener, Ontario. The Committee rated consultants on the following criteria: Evaluation of Proposed Project Manager Completeness of the Proposal and Clear Understanding of the Project Qualifications/Expertise of Key Personnel Variety & Quality of Disciplines In House/In Consortium Past Performance Knowledge of the City (re: this area) Permanent Local Office Amount of City Work Completed in the past Consulting Fees/Cost A listing of the responding parties follows for your reference: Stantec Consulting Ltd.
