CITY OF KITCHENER
A special meeting of City Council was held at 6:35 p.m. this date, Chaired by Mayor C. Zehr with all
members present.
Notice of this special meeting had been previously given to all members of Council by the City Clerk
pursuant to Chapter 25 (Council Procedure) of the Municipal Code.
Mayor C. Zehr noted the late start to the special Council meeting and the scheduled start of the
Development and Technical Services Committee meeting to be held at 7:00 p.m. this date. He
suggested that the special meeting of Council recess and re-convene following the Development and
Technical Services Committee meeting which Council agreed to.
Moved by Councillor B. Vrbanovic
Seconded by Councillor G. Lorentz
"That Council move into in-camera session to consider a potential litigation matter and a matter
subject to solicitor-client privilege."
Carried.
The meeting then recessed at 6:37 p.m. and re-convened at 8:35 p.m., Chaired by Mayor C. Zehr
with all members present.
Council considered the recommendation arising from the Finance and Corporate Services Committee
meeting of this date to defer and refer Corporate Services Department report CRPS-03-175
concerning the proposed amendment to Council Policy 1-875 (Lottery - Bingo Regulations), to the
September 29, 2003 Council meeting.
Councillor B. Vrbanovic declared a pecuniary interest as he is associated with an organization that
conducts bingos in the City of Kitchener. Councillor M. Galloway declared a pecuniary interest as he
is employed by an organization that conducts bingos in the City of Kitchener.
R. Gosse, Director of Legislated Services, requested that Council consider an amended
recommendation regarding the proposed amendment to Council Policy 1-875. He advised that with
the closing of the Waterloo bingo hall there are and will be charities and not-for-profit groups without
an opportunity to hold bingos in order to raise funds. He added that the one-week delay will make it
difficult for many of these organizations to obtain licences for October 1, 2003 when the Waterloo
bingo hall closes.
In response to a question from Council, Mr. Gosse explained that the proposed amendment would
allow any charity or not-for-profit group to obtain a bingo lottery licence in the City of Kitchener only if
there were no bingo halls available in their respective municipality.

Seconded by Councillor J. Smola
"That City of Kitchener Council Policy 1-875 (Lottery - Bingo Regulations) be amended to allow
qualified organizations that have a physical presence within the Regional Municipality of
Waterloo and, that utilize at least 75% of the proceeds from bingo lotteries for a charitable
purpose within the Region of Waterloo and, do not have a bingo hall in the municipality in
which they have a physical presence; to apply for bingo lottery licences in the City of
Kitchener."
Carried.
Council considered Corporate Services Department report CRPS-03-176 (J. Koppeser)
recommending that various non-profit groups from outside the City of Kitchener be approved to
conduct bingos in the City of Kitchener.
Moved by Councillor J. Smola
Seconded by G. Lorentz
"That the following non-profit groups are approved to conduct bingos in the City of Kitchener
on an ongoing basis provided the funds raised are used to support their charitable mandate:

Moved by Councillor B. Vrbanovic
Seconded by Councillor M. Galloway
"That leave be given the Mover and Seconder to introduce a by-law to confirm all actions and
proceedings of the Council and that the same be taken as read a first, second and third times, be
finally passed and numbered 2003-173 by the Clerk."
Carried.
On motion, the meeting adjourned at 8:40 p.m.
