3.0Kitchener’s 2012 Cityhood Centennial: Gina Holstead

2012 is Kitchener’s 100 anniversary of cityhood. Tag line: “Celebrate the past, imagine the

future”. Logo creation is in process.
A committee of community members is planning special events and ways to engage the
?
community. This committee is an enabling body providing grants, sponsorship, and
promotional opportunities. Celebrations: June 10 – December 31, 2012.
Web site to be launched by the end of the year.

Committee hopes for a legacy project to leave a lasting contribution to the committee,
?
however, budget ($160,000) may be insufficient to accomplish all of the ideas.
Request: ACAC spread the word about the centennial event, contribute ideas for events,
?
(email Gina at gina.holstead@kitchener.ca), and help facilitate events.

Three openings on ACAC. As Council approval is required, new members would not start until

Committee reviewed and revised list.

List contains names of potential members put forth by ACAC members, and also unsolicited

potential members.
ACTION: Staff to invite short-listed candidates to confirm interest and availability, and provide

City’s Role in Arts & Culture: Nothing to report

Arts Clusters/MultiUse Arts Centre: Arts community was surveyed on space needs.

Survey Results:
130 qualifying responses received
o
83% of respondents are artists
o
Most responses from visual arts. Secondary from ‘other’ artists: jewelry, set, stage,
o
fashion…
36% of respondents represent an arts organization (KW Society of Artists, JM Drama…)
o
Live work space: 74% said not required
o
Studio space: 39% yes (not just for visual arts practices)
o
Storage space: 27% yes
o
Gallery, classroom and rehearsal space are most wanted
o
Location:
o
Studio space: Downtown Kitchener preferred

Storage space: on site with studio was popular, or downtown.
?
Survey inconclusive re: amount artists would pay for space (studio/storage), but it
o
seems that there is unwillingness to pay much for space.
One year lease is the longest artists would consider, followed by a preference for
o
month to month (studio/storage).
Subcommittee comparing survey results with a list of what spaces are available for
o
next meeting.
Other municipalities do not provide space for free.
o
Subcommittee could focus on satisfying minimum requirements first, then consider
o
costs
Key is to identify true, representative needs.
o
Survey sample is small, may not be representative.
o
Survey may be a jumping off point for another survey regarding cooperative space,
o
and costs.
Artists are so diverse in their needs; hard to satisfy all different needs/models.
o
Next step: subgroup to draft a report
o
Convergence of Arts/Technology: What should committee do about a ‘collision day’? Where
arts representatives could meet media types at the Hub?
ACTION: add Collision Day to October ACAC agenda
8.0Public Art program and policy update: staff
Council reconfirmed the public art policy I-816 with two requests:

Council requested ACAC and Public Art Working Group (PAWG) consider and recommend
1.
ways in which students from local educational institutions could participate in Public Art
Council requested that ACAC and PAWG return with policy recommendations to separate
2.
the location of public art projects from their contributing capital project sites where
appropriate, to insure maximum public exposure.
Staff drafted responses, which were presented to PAWG.

Re: #1: Current opportunities for youth involvement in City’s arts programming were

provided, with ideas for future involvement suggested.
Re: #2: Potential priority sites for public art identified through criteria. This material
o
would be a revision to the existing policy.
On a motion made by Cheryl Ewing, seconded by Allan Hoch
“That ACAC support staff recommendations regarding youth involvement in arts and
culture programs, and the proposed revisions to policy I-816 regarding potential sites for
public art.”

Discussion:
Staff report to go to committee of Council on October 17.

Criteria provided to assess sites for public art accepted.

2009 survey related to the public art policy and program review provided citizens the

opportunity to weigh in on priority sites for public art. Gateways, parks, and downtown were
primary locations cited.
A Public Art Master Plan would help to identify priority public art locations.
?
‘Public exposure’, ‘public visibility’ and ‘high profile sites’ difficult to measure.
?
Volume of people experiencing an artwork a more important measure of ‘public exposure’
?
than hours an artwork is accessible.
There is value in situating artwork in lower profile sites if the sites allow an atypical

demographic to experience the work.
9.0Municipal Cultural Planning Workshop: Laura Lee Dam
Municipal Cultural Planning Institute (MCPI) issued call for proposals to municipalities to host
?
a Municipal Cultural Planning Workshop in 2012.
Representatives from the Cities of Kitchener, Waterloo, Cambridge and the region will meet
?
tomorrow to explore the idea of submitting joint application.
Waterloo recently received funding from Creative Community Prosperity fund to undertake a
?
cultural plan.
On a motion made by Cheryl Ewing, seconded by Frank Etherington
“That ACAC endorse a joint application of area municipalities for an MCPI workshop to be
held in the region in 2012. If the joint application is not possible, then ACAC recommend
that Kitchener apply independently.”

Discussion:
Cultureplan II (CPII), Kitchener’s plan, does not fit within the Provincial Ministry of Culture’s
?
definition of ‘cultural plan’ (there are some gaps). This hampers some initiatives to
undertake projects requiring a provincially recognized cultural plan.
CPII was approved in June 2005. 5 year lifespan was intended.

Committee discussed:

Need for integration of CPII into corporate plans and operations
o
CPII’s intended lifespan has expired. Need to address a plan for the future.
o
ACTION: Municipal Cultural Planning to be a standing item on ACAC agenda

Youth video competition: 41 applications received, 95% local applicants.1st place: Maryam
ndrd
Golafshani, 2 place: Erik O’Neill, 3 place is a tie, Emma Schmidt, and Mark Klassen. Videos
to be shown on Cube in October.

Sean Puckett, Artist in Residence, will run a portrait taking session at Word on the Street in
Victoria Park on Sunday, October 23.
?
PAWG revised its Terms of Reference to clarify conflict of interest
?
2012 Artist in Residence competition: 20 submissions, no winner selected. Proposal call
reopened and now submission deadline revised.
11.0Downtown Advisory Committee (DAC) Report: Aaron MacFarlane
No report, no DAC meeting since June.

12.0Council Report: Councillor Etherington
Public art: majority support from Council so far.
?
Cost and prominence of locations are concerns regarding public art.
?
Staff presented public art policy and program to Council on August 15. Will present
?
responses to council’s requests on October 17.
13.0Members’ news
Juan Bohorquez: Struck a group of professional artists called Collaboratory 6. Presenting
project to ACAC in October. Goal is to assist create opportunities for artists to achieve
sustainable business models. Will complement Enabling Organization’s work
Impact Theatre Festival opens on Wednesday, September 21 with performances at the Conrad
Centre, Registry Theatre and Kaufman Arts Centre.
Creative Enterprise Enabling Organization: individuals/groups invited to apply for funding to
support revenue generating projects. 50 applications received.
