SUBJECT: Contract for Vacuum Excavating
RECOMMENDATION:
That Contract Number 905535 be extended by $45,000 to cover vacuum excavating on
gas and water infrastructure until the end of 2011.
BACKGROUND:
Kitchener Utilities utilizes a vacuum excavation truck to increase efficiency for various water and
gas infrastructure work. The truck allows for faster excavation, less restoration and increased
ability to work around existing infrastructure. The tender is based on an estimated number of
hours however with increased utility congestion; the vacuum excavator has become an
essential component of the gas and water repair program.
REPORT:
The 2011 contract for Vacuum Excavating Contract Number 905535 was for awarded for
$170,600 to Super Sucker Hydrovac. The awarded value was based on an estimated number
of hours of use anticipated for 2011. The estimate was based on 2010 usage numbers.
As of the October 21, 2011 Super Sucker Hydrovac will have exhausted the contract value as
well as a 10% increase. The current contract will expire on November 30, 2011. It is requested
that the contract be extended an additional $45,000 to vacuum excavation until the end of the
existing contract.
Super Sucker Invoices are applied directly to the appropriate work order and through that work
order, the appropriate cost centre (gas or water).
The additional funding will come from the following accounts:
Account 5033270 (Operations Service Repairs)

The factors contributing the need for an increased budget are as follows:
Aging water infrastructure – increased volume of curb stop repairs due to age of
infrastructure
Aging gas infrastructure – increased volume of gas valve repairs due to the age of
infrastructure
Additional gas corrosion protection to maintain the life expectancy of the gas distribution
system (anode installation) as related to the Accelerated Infrastructure Replacement
Program and aging gas infrastructure
Increased City size and increased amount of infrastructure to be maintained– the water
distribution and gas distribution systems are increasing every year and need to be
maintained
Increased use as part of emergency response (for example during a watermain break in
frost conditions)
ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN:
Providing efficient response (water curb stop repairs and gas valve repairs) with minimal
restoration relates to Foundation Plan – Efficient and Effective Government – Customer Service
goal to “Provide services to the public that match or exceed the customer’s expectation and
adopt standards that put people first to ensure excellent customer service.”
FINANCIAL IMPLICATIONS:
The additional funding will come from the following accounts:
