SUBJECT: ON-STREET PARKING REGULATIONS -PIONEER
DRIVE
RECOMMENDATIONS:
That stopping be prohibited Monday to Friday between the hours of 8:00 a.m. to 4:30 p.m.
on west side of Pioneer Drive from Perin Place to a point 72 metres south thereof; and
further,
That the Uniform Traffic By-law be amended accordingly.
BACKGROUND:
Transportation Planning has received a request to review the existing on-street parking
regulations on Pioneer Drive. The request cited potential vehicle conflicts with access tolfrom
residential driveways attributable to parked vehicles along the west side of Pioneer Drive from
Perin Place to the property line between the Blessed Kateri Catholic School and house number
540 and that a no stopping prohibition be implemented.
REPORT:
At the present time, on-street parking is permitted on the west side of Pioneer Drive from Perin
Place to the property line between the Blessed Kateri Catholic School and house number 540 for
a maximum period of three (3) consecutive hours, as outlined in the City of Kitchener Uniform
Traffic By-law No. 2007-138.
In an effort to prevent parents from parking while their children are dropped-offlpicked-up, it has
been determined that a "No Stopping" area on the west side of Pioneer Drive from Perin Place to
the property line between the Blessed Kateri Catholic School and house number 540, Monday to
Friday between the hours of 8:00 a.m. to 4:30 p.m. would be the most appropriate regulation to
address these issues. The "No Stopping" area will be added to the selected school enforcement
route that by-law enforcement officers conduct throughout the school year.
Providing a "No Stopping" area along Pioneer Drive will allow for safer two-way traffic flow. The
proposed stopping regulation will also provide an unobstructed view while residents are
enteringlexiting their driveways.

ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN:
This initiative falls under the Community Priority of Quality of Life. "Work with partners, including
all orders of government, to create a culture of safety in our community." By working with the
neighbourhood, on-street parking concerns have been addressed.
FINANCIAL IMPLICATIONS:
The approximate cost for sign installation for the roadway is $200 and will be taken from the
existing sign maintenance budget.
COMMUNICATIONS:
In October 2011, Transportation Planning surveyed the nine (9) affected residents along
Pioneer Drive between Perin Place and Nathaniel Crescent regarding the proposal of
implementing a no stopping regulation on the west side. Below is a summary of the responses:
