SUBJECT: Appointment of New Members to Arts and Culture Advisory
Committee
RECOMMENDATION:
That the appointment of Mark Derro, Bill Nuhn, Sean Puckett and Sarry Zheng, to the Arts
and Culture Advisory Committee, for aone-year term ending November 30, 2012, be
approved.
BACKGROUND:
Mandate and Scope
The Arts and Culture Advisory Committee (ACAC) fulfills an advisory role, providing advice and
recommendations to Council and staff on arts and culture matters to further the City's strategic
directions (quality of life, downtown vitality, leadership, diversity, community development, and
environment).
The work includes:
• Advising on arts and culture policy issues and program implementation,
• Identification of priorities for community arts and culture development,
• Advocacy for information sharing on arts and culture issues throughout the
community,
• Acting as a resource to artists and arts organizations for networking, professional
development and information sharing,
• Research on best practices for arts and culture development,
• Innovations for arts and culture development, and
• Facilitation of community dialogue on arts and culture matters.
Committee Composition/Governance
ACAC is an advisory committee whose membership includes:
• One member of Council, and

• Eleven community members with professional creative, professional administrative,
volunteer, or other relevant experience in the arts and culture sector, one of whom is
a youth appointee (aged 18 - 30).
The committee annually elects a chairperson and a vice chairperson from its membership.
Appointments, Quorum
Members are selected by a Nominating Committee and appointed by Council for a term of two
years. The term ends on November 30, 2012 but may be extended at the direction of Council.
Members may re-apply for additional terms. The maximum number of consecutive terms in
service allowed is three (six years). A quorum of this committee is six members.
Resignations
In 2011, three members resigned. Potential candidates for these vacant appointments were
identified and invited to consider being nominated. Staff also received unsolicited letters of
interest from a few citizens.
REPORT:
At its meeting held October 18, 2011, the Arts and Culture Advisory Committee selected four
candidates based on their expertise and interest in arts and education; arts and business; arts
and non-profit organizations; arts and festivals; arts and diversity. Four candidates were
identified for filling knowledge and experience needs on the committee: Mark Derro, Bill Nuhn,
Sean Puckett and Sarry Zheng. All of these candidates indicated that they are interested in
participating and serving the community.
The candidates bring the following expertise to the committee:
• Mark Derro: Chair, School of Media and Design at Conestoga College. An arts and
education resource.
• Bill Nuhn: Interim GM at Centre in the Square. Brings strong administrative and practical
knowledge and can bring institutional/organizational knowledge.
• Sean Puckett: 2011 artist in residence. Professional photographer; entrepreneur; arts
community supporter and advocate.
• Sarry Zheng: Fluent in English and Mandarin. Resource for the experience of diversity
and immigration to Canada. Active in establishing libraries in schools in China and other
forms of community engagement.

ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN:
• The city's advisory committees actively demonstrate and promote its commitment to
leadership and community engagement. Sector-specific, ongoing consultation with the
public contributes to quality of life and effective government as well.
• The city acknowledges arts and culture as a factor critical to the health of the community
through support for the goals and objectives of Culture Plan II.

The recruitment of candidates for one-year positions on the Arts and Culture Advisory
Committee was conducted through a committee nomination process rather than through a
public call for applications. In addition, interested citizens who had inquired about serving on the
committee and who had no prior knowledge that vacancies existed were also invited to stand for
nomination to the slate.
