SUBJECT: ENVIRONMENTAL COMMITTEE APPOINTMENTS
RECOMMENDATION:

BACKGROUND:

Council Policy I-100 (Environmental Committee -Terms of Reference) states that appointments
shall be based on an applicant's demonstrated interest and participation in environmental
matters, academic qualification, work experience, knowledge and professional expertise. In
addition, it also indicates that optimally two-thirds of the Committee's composition should have
formal training in an environmental discipline.
In June 2011, staff received letters of resignation from Ms. Simone Smith and Ms. Barbara
Ciochon, which created two vacancies on the Committee for members having formal training in
an environmental discipline.
REPORT:
Over this past year, staff were contacted by five individuals expressing interest in joining the
Environmental Committee. Accordingly, as a result of the two vacancies, those people were
contacted and requested to complete an application, with a submission deadline of October 14,
2011. Staff received three responses with completed applications, copies of which along with
their resumes (if provided) have been circulated under separate cover to all members of Council
in accordance with the Municipal Freedom of Information and Protection of Privacy Act.
At the October 20, 2011 Environmental Committee meeting, members considered Finance and
Corporate Services Department report FCS-11-195, recommending Ms. C. Huxted and Mr. P.
Dowling for appointment, as they are the only applicants with formal training in an environmental
discipline. The Committee expressed their preference to refer the applications to Council to
make the recommended appointments on who should fill the two vacancies.
It should be noted that by making these appointments at the November 14, 2011 Council
meeting, it would enable the two new members to participate at the November 24, 2011
Environmental Committee meeting.

ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN:
Citizen appointments to advisory committees relate to the Leadership and Community
Engagement Priority of the City of Kitchener Strategic Plan. The proposed appointment
demonstrates the City's commitment by supporting the City's commitment to conserve, protect
and improve the environment.
FINANCIAL IMPLICATIONS:
There are no financial implications associated with this report.
COMMUNITY ENGAGEMENT:
Those people, who previously expressed an interest in joining the Environmental Committee,
were invited to submit an application. All applicants for the two vacancies meet the eligibility
requirements provided for in Council Policy I-63 (Appointment to Boards Committees).
