Zehr & Members of Council DATE OF MEETING: November 14, 2011 SUBMITTED BY: Heritage Kitchener PREPARED BY: Colin Goodeve, Committee Administrator (519) 741-2278 WARD(S) INVOLVED: All DATE OF REPORT: November 8, 2011 REPORT NO.: FCS-11-211 SUBJECT: APPOINTMENT TO HERITAGE KITCHENER - SECTOR- SPECIFIC REPRESENTATIVE RECOMMENDATION: That Graham Wolff, be appointed to Heritage Kitchener filling one of the architect sector- specific positions for a term expiring November 30, 2012. BACKGROUND: Council Policy I-110 (Heritage Kitchener -Terms of Reference) sets out that the composition of Heritage Kitchener shall include five to seven sector-specific representatives from one or more of the following areas: Architect; Building Industry; Professional Planner; Historian; Museum Specialist or Conservator; Landscape Specialist; and, Archaeologist. Currently, of the nine non- Council members on Heritage Kitchener, there are only four sector-specific representatives. REPORT: On September 28, 2011, staff was contacted by Mr. Graham Wolff, who expressed an interest in being appointed to Heritage Kitchener. Accordingly, he was requested to complete an application, copies of which have been circulated under separate cover to all members of Council in accordance with the Municipal Freedom of Information and Protection of Privacy Act. At the November 1, 2011 Heritage Kitchener meeting, members considered Mr. Wolff's application for appointment. The Committee reviewed its Terms of Reference, which states appointments shall be based on an applicant's demonstrated interest and participation in heritage matters, academic qualification, work experience, knowledge, and professional expertise. To this, Mr. Wolff has a Masters of Architecture Degree from the University of Waterloo and works as a designer at a local architecture firm. In addition, he volunteers at a community centre through the `Playscapes Design' children camps, which promotes the exploration of architecture and habitats. Mr. Wolff's academic qualifications as well as work and volunteer experience qualify him to be asector-specific representative on the Committee. Accordingly, Heritage Kitchener is requesting that Council approve the recommendation contained herein. It should be noted that Mr. Wolff also meets all of the eligibility requirements provided for in Council Policy I-63 (Appointment to Boards & Committees). 1 iii) - 1 1 S~r~~'Re~ art ~' I~TCH~.i~T~,~. ,~inanre and corporate SQrvrces Deparfm~nt www.kirthenerra ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN: Citizen appointments to advisory committees relate to the Leadership and Community Engagement Priority of the City of Kitchener Strategic Plan. The proposed appointment demonstrates the City's commitment to fostering an open decision-making process and two-way communication with the community regarding matters affecting the City's heritage resources. FINANCIAL IMPLICATIONS: There are no financial implications associated with Mr. Wolff's appointment to Heritage Kitchener. COMMUNITY ENGAGEMENT: Volunteer Resources staff are regularly updated as to opportunities for members of the public to participate on the City's various advisory committees. The Facilitator of Volunteer Resources was approached by Mr. Wolff about finding a venue which could utilize his education and passion for both architecture and community service.
