SUBJECT: New Appointment to Safe & Healthy Community Advisory
Committee
RECOMMENDATION:
That Dina Etmanski be appointed to the Safe & Healthy Community Advisory
Committee (Social Planning representative) for the term ending November 30,
2012.
BACKGROUND:
At the November 3, 2011 meeting of the Safe & Healthy Community Advisory Committee, on
motion by committee members, a resolution was passed that endorsed the appointment of Dina
Etmanski as Social Planning representative.
REPORT:
The Safe and Healthy Community Advisory Committee advises Council and staff on policies,
programs and services offered either directly by or in conjunction with the City of Kitchener and
that relate to the overall health of the city. Specifically, the committee is to consider and advise
on the municipality's role in community safety and crime prevention initiatives with an emphasis
on community partnerships and collaboration.
At the June 2, 2011 meeting, committee members reviewed the composition of the committee,
noting that several seats remained vacant. In June 2011, Council approved the appointment of
new members as Community-At-Large and Inner City representatives. In October, Council
approved the appointment of a new member as a Land Use Planning representative. Also, one
Community-At-Large representative resigned in June 2011, and another Community-At-Large
representative resigned in October 2011.
This means that there are currently six vacant seats on the committee: (1) Suburban Resident;
(2) Representative from Law Enforcement; (3) Social Planning; (4) Business; (5) Community-At-
Large; and (6) Community-At-Large.

At the September 8, 2011 meeting, staff presented an application for the vacant Social Planning
seat, which had been submitted by Dina Etmanskie. On motion, this application was endorsed
by the committee. Staff are now seeking Council's approval to appoint Ms. Etmanski to the Safe
& Healthy Community Advisory Committee.
ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN:
Strategic directions under the community priority Leadership & Community Engagement
describe helping citizens to provide input and become more actively engaged in decision-
making (Promote Informed Decisions That Last), as well as supporting citizens in making a
difference in their communities (Cultivating Local Leadership). Appointment to the Safe &
Healthy Community Advisory Committee provides an opportunity for both.
FINANCIAL IMPLICATIONS:
N/A.
COMMUNITY ENGAGEMENT:
The citizen advisory committees are considered essential to the City of Kitchener's approach to
community engagement.
