Galloway, commencing at 4:10 p.m., with the following members present: Messrs. R. Dyck, Z. Janecki, J. Kerr, K. Kirby, E. Lucy and M. Stranz. Ms. D. Kuehl was in attendance for part of the meeting. Regrets: Ms. J. Armstrong and Mr. F. Bishop Others Present: Ms. D. Gilchrist and Mr. L. Bensason HERITAGE DESIGNATION FOR 381 PIONEER TOWER ROAD AND DESIGN GUIDELINES FOR PIONEER TOWER WEST Mr. Z. Zanecki declared a pecuniary interest in these matters as he is employed by a consulting firm that represents an abutting property owner, and did not participate in any discussion or voting with respect to these matters. Mr. L. Bensason advised the Committee that consideration of the Pioneer Tower West Design Guidelines, and a plan of subdivision for this area, took place at the Development and Technical Services Committee meeting of August 11,2003. This meeting was attended by many relatives of the founding families who originally settled the Pioneer Tower West Area. The delegations requested that Council preserve all the buildings along the ridge, and staff have been directed to investigate options to save the barn at 381 Pioneer Tower Road. The Development and Technical Services Committee endorsed the design guidelines for Pioneer Tower West Design Guidelines, and its recommendation in this regard will be considered by Council on August 25, 2003. The Development and Technical Services Committee has deferred final consideration of the plan of subdivision in the Pioneer Tower West Area until sometime in September. Mr. Bensason requested, and Heritage Kitchener agreed, to defer consideration of the proposed designation of 381 Pioneer Tower Road until Council has made its decision on the plan of subdivision. I OREGON DRIVE (FISCHER FARMSTEAD) - APPLICATION FOR MINOR VARIANCE - REVIEW OF ARCHITECTURAL ASSESSMENT AND COMMENTS TO STAFF Mr. Bensason advised that Monarch Construction has applied to the Committee of Adjustment for a variance to the lot area requirement for the property municipally known as 1 Oregon Drive. He advised that the property is outside the Upper Doon Heritage Conservation District, is not designated, but is listed on the Heritage Inventory. The Committee was in receipt of a letter of explanation from Green Scheels Pidgeon Planning Consultants Limited, dated July 22, 2003, as well as copies of "Fisher Farmstead Heritage Restoration Feasibility Study", dated July 31,2003, prepared by SRM Architects. Ms. D. Kuehl entered the meeting at this time. Mr. Bensason explained that as a condition of subdivision approval, the developer was required to complete a Heritage Impact Assessment of this property, which contains a farmhouse and smokehouse dating back to the 1800%. Mr. Bensason then distributed an extract from the Heritage Impact Assessment which contains its recommendation relative to the Fisher Farmhouse, stating that the number one priority is to conserve the farmhouse and smokehouse. The condition continues that the lot and buildings be sold within a period of one year, with an agreement that the prospective purchaser restore the buildings to a specific design and standard approved by LACAC, and upon completion the buildings be designated under Part IV of the Ontario Heritage Act. Mr. Bensason explained that a former resident of the property is pursuing its purchase, but cannot afford to purchase 0.17 hectares of land, due to the cost of restoring the buildings. As noted on the plan contained in the feasibility study, the proposed lot would contain only the farmhouse, and the smokehouse would be carefully dismantled by the proposed purchaser, and eventually erected on the new lot. OREGON DRIVE (FISCHER FARMSTEAD) - APPLICATION FOR MINOR VARIANCE - REVIEW OF ARCHITECTURAL ASSESSMENT AND COMMENTS TO STAFF (CONT'D) The Committee noted that its concern with the minor variance application is that the proposed lot will not contain the smokehouse; although, some members did appreciate that if the lot size is not reduced, and the proposed purchaser cannot afford it, no one else will buy the property, and both buildings may be demolished. The Committee also advised Mr. Bensason of its concern that the smokehouse, if it is to be removed and relocated, be dismantled properly. They requested that Mr. Bensason investigate how the smokehouse would be dismantled, moved, stored, and reconstructed. He was also asked to obtain information on the new location for the smokehouse, and its proposed use. It was generally agreed that this matter be discussed further at the Committees' September meeting. DTS-03-144 - 30 RICHMOND AVENUE - HERITAGE PERMIT APPLICATION - 2003-V-19 - VICTORIA PARK AREA HERITAGE CONSERVATION DISTRICT The Committee was in receipt of Development and Technical Services Department Report DTS- 03-144, dated July 28, 2003, recommending approval of Heritage Permit Application 2003-V-19, requesting permission to construct a second storey rear addition at the property municipally known as 30 Richmond Avenue, located in the Victoria Park Area Heritage Conservation District. Mr. Bensason reviewed the application and showed images of the subject property. The property owners, Laurie Phillips-Kroeker and Marcus Kroeker were in attendance, as well as Paul Meier, Pioneer Craftsman, who displayed samples of the building materials to be used in the addition. On motion by Mr. Z. Janecki it was resolved: "That pursuant to Section 42 of the Ontario Heritage Act, Heritage Permit Application HPA 2003-V-19 (30 Richmond Avenue) be approved to permit the construction of a second storey rear addition, as shown on the plans submitted with the application." 14 MILL PARK DRIVE - ASSESSMENT OF HERITAGE INTEREST Mr. Bensason advised that the property municipally known as 14 Mill Park Drive is owned by the Grand River Conservation Authority, who want to demolish the building. Before they do so they are enquiring of the City of Kitchener if it has any interest in the property. Mr. Bensason noted that Mill Park Drive in this location is part of the historic alignment of the old Huron Road. The house was probably constructed in the 1850% or 60's. It is currently covered in stucco, probably over stone. Mr. Bensason recommended the Committee members view this property prior to the next meeting, and that further historical data be collected. It was generally agreed that Committee members would make an attempt to view the property, and this matter will be discussed at the September meeting. WINTER HERITAGE PROJECTS It was generally agreed that a Heritage Kitchener sub-committee be formed, to start work in September on the Mike Wagner Heritage Awards and the Heritage Showcase Display. It was also suggested that staff from the Communications Division be requested to assist the sub- committee with these projects. Ms. D. Kuehl and Messrs. K. Kirby and M. Stranz agreed to participate on the sub-committee. Other members of Heritage Kitchener are invited to participate. AUGUST 12~ 2003 HERITAGE KITCHENER MINUTES -19 - CITY OF KITCHENER 6. 1021 DOON VILLAGE ROAD - UPPER DOON HERITAGE CONSERVATION DISTRICT Mr. Bensason advised that the property at 1021 Doon Village Road, (Homer Watson's Birthplace) has been sold. The new owner has requested that Heritage Kitchener view the property and receive an explanation as to what he wants to do with the property, prior to submitting a heritage permit application.
