DELEGATION 3.0Collaboratory 6: Juan Bohorquez, Sean Puckett, Allan Daniel Collaboratory 6 (Collaboration + Laboratory): Group of 6 artists, each with successful, ? longstanding businesses. In early stages of collaborating on a project (developing a business plan). Project vision: to create a sustainable, community-minded business model for regional ? artists; to create a downtown hub for all types of arts activities, including classes, rehearsals, sales, meetings, receptions, multipurpose space. A combination of commercial gallery and arts centre. Space on Kitchener’s civic square is desired for the hub. Would be open after regular ? business hours for classes, meetings, etc. Members of Collaboratory 6 would continue with their own artistic practice, so employees would be required to run the space. Group sees this vision as complementary to CulturePlan I and II goals, City’s vision for ? downtown development, Kitchener Downtown Business Improvement Area’s work, and Creative Enterprise Enabling Organization’s work. Group will seek ACAC’s support when ready to approach Council and the Enabling ? Organization (likely in the New Year). Also seeks expertise, help, advice, and input from ACAC. Group has already met with city staff. Collaboratory 6 sees its project as well aligned with the work of the ACAC subgroup focused ? on arts facilities. ACTION: Collaboratory 6 to update ACAC on project status in November or December 2011 ACTION: ACAC to email Juan Bohorquez with ideas for Collaboratory 6 at cynosure.jewelry@gmail.com DISCUSSION ITEMS 4.0Official Plan: Don Bourgeois, Tina Malone Wright (Planning staff) ACAC missed September 28 deadline for public comments on draft Official Plan. However, ? there will be a second opportunity to comment. 1 October 2011 - ACAC Minutes ARTS AND CULTURE ADVISORY COMMITTEE (ACAC) MINUTES October 18, 2011 CITY OF KITCHENER ACAC subgroup on City’s role in arts and culture is considering the Official Plan (Don ? Bourgeois, Cheryl Ewing, Laura Lee Dam, Catherine Mombourquette) Subgroup asks planning staff why its comments on the original draft of the Official Plan were ? not included. Clarification is required as to which recommendations from ACAC were incorporated in the ? draft Official Plan. In cases where recommendations were not used, an explanation of rationale is needed, as a substantive discussion was not possible at this meeting. A subcommittee meeting will be scheduled for further discussion on the Official Plan. Planning staff response: Official plan is a land use document. Not all comments received ? were pertinent. Some were too detailed. Some were unenforceable, or not appropriate as per the Planning Act. Arts and culture issues gained ground in the new iteration of the plan. Now included in the vision, bonusing, and definitions sections. Planning staff will present to Planning and Strategic Services Committee on November 7. Thereafter, Planning will update secondary plans, transportation plans, and determine how to incorporate public comments. nd ACAC will have opportunity to comment on 2 draft. There are other documents that might be more appropriate vehicles for the concerns of the subgroup (a cultural planning document, or the strategic plan for the downtown…) Cheryl York reviewed all additions and revisions to Plan pertaining to arts and culture. While ? some tweaking may still be required, the spirit to include arts and culture throughout the plan has been addressed. Arts and culture is now recognized in the plan as a goal essential to quality of life, and relevant definitions included in the plan. Planning staff could provide an explanation of the purpose of the Official Plan to help the ? subcommittee solidify its comments. ACTION: Subcommittee to reconvene to develop additional comments. ACTION: Planning staff to speak to ACAC again following second draft. 5.0City’s Role in Arts and Culture subgroup: Report See above ? 6.0Technology and the Arts subgroup: Earl McCluskie Earl continues to meet with arts and technology stakeholders. Recently met with Gabrielle ? Clermont, Hilary Abel, Jaqui Murphy to discuss how to incubate initiatives involving both arts and culture and technology. Idea is not to recreate, but to support current activity. Idea: Art Miles. Could be an ‘app’; a possible vehicle to connect employees in the ? technology sector with arts and culture opportunities. Employees who attend arts events earn points and win prizes. Could build cultural engagement through arts promotions, freebees and bonuses. Idea: Reward companies actively promoting the arts to provide incentive and visible ? examples of what can be done. ACTION: Earl continuing to solicit input from others. 7.0ACAC member recruitment: match potential interest with gaps in committee On a motion made by Cheryl Ewing, seconded by Juan Bohorquez “That Mark Derro, Bill Nuhn, Hilary Abel, Sean Puckett and Sarry Zheng be considered for appointments to the Arts and Culture Advisory Committee for a one-year term ending November 30, 2012. MOTION CARRIED Discussion: 2 October 2011 - ACAC Minutes ARTS AND CULTURE ADVISORY COMMITTEE (ACAC) MINUTES October 18, 2011 CITY OF KITCHENER Committee reviewed potential recruits, considering the identified areas of need (Arts and ? Business, Arts and Education, Arts/Festivals, Arts/Not-for-profit, Newcomer Arts Professionals, Arts and Culture Diversity). 8.0Update: ACAC members’ meetings with Councillors: all Earl has sent two invitations to Councillors; is awaiting replies. ? ACTION: ACAC members to initiate and meet with Councillors as assigned. 9.0Municipal Cultural Planning: staff Together, Waterloo, Kitchener and Region submitted an application to Municipal Cultural ? Planning Inc. by October 7 deadline to host a Municipal Cultural Planning Workshop in 2012. Municipalities working together will ensure consistency across the region. Possible focus for event, if bid is successful: ? Cultural planning, its applications and importance. o How did other municipalities implement a cultural lens throughout their corporations? o How can we improve our cultural plan for the future? o We’ve got a Cultural plan, what now? o INFORMATION ITEMS 10.0Public Art Working Group Report: Ann Marie Hadcock PAWG completed the selection of the 2012 Rotunda Gallery artists. Most are from region. ? 11.0Downtown Advisory Committee (DAC) Report: Don Bourgeois, in Aaron MacFarlane’s absence. ‘Downtown Live’ program of entertainment continues to evolve. ? An update in November or December would be useful. ? Desire is to create interest so that passersby get a taste of Downtown Live performers and ? then come back to attend concerts by the same performers at downtown venues at night. 12.0Council Report: Councillor Etherington Committees of Council met on October 17. Heather Sinclair of Creative Enterprise Enabling ? Organization (CEEO) provided presentation and preliminary financials to Council. CEEO does not want a city Councillor on the Board of the Enabling Organization, as the city’s CEO already participates. CEEO business plan is not complete. Council questioned organization’s salaries versus support provided to artists and lack of financial support from private business. CEEO to present its business plan to Council as soon as it is ready. ? 13.0Members’ news Group discussed Arts Portal: A database/map of organizations, individuals and assets would ? be valuable. Arts Portal on Tourism website is a searchable database, but lacks o participation/listings. Portal is currently in flux; it does not have a permanent home. Started by Waterloo o Regional Arts Council, and was hosted on their site. Moved to the Waterloo Region Tourism and Marketing Corporation. Now it will be managed by the Creative Enterprise Enabling Organization. Portal has two different types of users: artists, and tourists. o Can one portal fulfill the needs of both? o Should serve as an audience generator. o 3 October 2011 - ACAC Minutes ARTS AND CULTURE ADVISORY COMMITTEE (ACAC) MINUTES October 18, 2011 CITY OF KITCHENER Portal could include a ticketing system so that transportation, hotel, tickets for o events or theatre could be booked all at one stop. Challenge for artists with current portal: cost to participate in advertisements. For o individual artist listing, there are no costs. But artists who want to advertise events do have to pay $50/yr to advertise by marketing. Original Arts Portal also involved a bi-weekly email blast that was a valuable tool; a o list of upcoming events and links to more information. This ended when WRTMC took over portal, due to privacy re: email addresses, didn’t continue. To be useful, a portal must be up to date, contain only current information and o active links. Box 11 (local art show and sale) is coming to Rumpel Felt building November 12 and 13. Will ? feature 24 artists. ADJOURNMENT The chair adjourned the meeting at 5:42.
