DATE OF REPORT: November 17, 2011
REPORT NO.: CSD-11-162
SUBJECT: NOISE EXEMPTION REQUEST -CANADIAN CANCER
SOCIETY, RELAY FOR LIFE
RECOMMENDATION:
That an exemption to Chapter 450 (Noise) of the City of Kitchener Municipal Code be
granted to the Canadian Cancer Society, Waterloo Region Unit, for their Relay For Life
Event at Resurrection High School between the hours of 7 A.M. on June 15, and 12 noon
on June 16, 2012.
BACKGROUND:
The Waterloo Region Unit of the Canadian Cancer Society is organizing their annual Relay For
Life fundraiser at Resurrection High School on June 15 and 16, 2012. The event will take place
outside, thus they are requesting an exemption from the City's Noise By-law (Chapter 450). A
copy of their exemption request is attached.
REPORT:
This fundraising event has happened for several years at local high schools. It has been held at
Resurrection High School over the past 2 years. Cancer Society staff do recall there being a
concern raised by an area resident prior to the event that was held this past June. They
monitored the noise from the area in question and indicate that they did not receive a complaint.
In addition, the By-law Enforcement office did receive 1 complaint about the June event,
although it was received after the conclusion of the event. As such, staff were not able to
determine the area of the level of noise that the complaint related to. Having said this, By-law
Enforcement staff will work with the Cancer Society in an effort to mitigate any potential noise
impacts from the 2012 event.
