Naming of Internal Private Roads at 1650, 1670, 1690 and 1720
Fischer Hallman Road
RECOMMENDATION:
That the City of Kitchener acknowledge that Deerfield Homes Limited proposes to
name private roads within the residential development located at 1650, 1670, 1690
and 1720 Fischer Hallman Road; and
That the City of Kitchener proposes to rename Sienna Court to Sienna Street; and
That in the interest of providing clear locational information to emergency service
providers, it is preferable to establish a system of coherent civic addresses and
publicway-finding for the purpose of road naming only; and
That Legal Services Staff be directed to proceed with the required advertising and
preparation of the necessary By-law for the naming of the private roadways; and
further
That the design and location of signage for the proposed roadways be approved by
the City's Director of Transportation and the City's Supervisor of Site Plan
Development.
REPORT:
The Deerfield Homes development is a large residential redevelopment site within the
Rosenberg Community located on the east side of Fischer Hallman Road north of Huron Road.
The proposed development contains 192 units comprised of a variety of built forms including
semi-detached units, quadri-plex units, street-facing townhouses as well as stacked
townhouses. The site plan project has received site plan approval by the Ontario Municipal
Board and will be proceeding to approval of a building permit shortly. As the site is located in the
Fischer Hallman Corridor, the density proposed will ensure a transit supportive development
and will transition from higher densities along Fischer Hallman Road to lower densities eastward
toward the Huron Village subdivision on Sienna Crescent. When initially reviewed by staff, the
site plan generated some discussion regarding the provision of a vehicular connection to
Fischer Hallman Road for connectivity and it was determined that the proposed road in the
centre of the site would be a continuation of the existing Sienna Court stub and it was decided

that the City would assume this street and it would have to be appropriately renamed to Sienna
Street as it no longer meets the definition of a court as it is a through street.
In addition, due to the scale of the development, City of Kitchener staff together with the
applicant considered the possibility of naming two private roads internal to the property to the
north and south of Sienna Street with the intention of establishing a more coherent civic address
for clear locational information for emergency service providers. This option was reviewed by
the City's Fire Department as well as staff in Planning and Building responsible for the
addressing of the site. It was concluded that it would provide for easier identification and would
greatly assist emergency response if the streets were named.
The entire property is approximately 3.99 hectares (9.87 acres) in size and are designated and
zoned for Residential Four (R-4) and Residential Eight (R-8) uses with special provisions related
to the timing of the approval of Official Plan Amendment 90-The Rosenberg Secondary Plan.
Staff developed a procedure for the naming of private roads for large scale developments and
the City's Emergency Response Staff agrees that in order to improve emergency response and
overall way-finding on the site, the idea of naming the private roads should be considered for
large scale developments such as this one. This process was implemented three years ago at
the Sportsworld Crossing Development and at the INCC (The Boardwalk) site in 2010 with
support from the City's Fire department.
At that time, when this process was originally contemplated, Staff turned to other municipalities
in Ontario such as the City of Ottawa and the City of Hamilton, where this has occurred and
learned that some have a very detailed system in place for naming of private roads. It soon
became apparent that of paramount concern was whether this information would appear on the
911 emergency response information provided to the emergency service providers. Staff
confirmed that the 911 response will show this information so long as the street is named. The
street does not have to be assumed by the Municipality for this to be triggered.
Consultation with the City's legal staff confirmed that under Section 48 of the Municipal Act, a
municipality may name private roads by passing a by-law and depositing an appropriate
reference plan, provided notice was given of the intent to do so.
The Region of Waterloo has been contacted regarding the intention to name the private roads
on the Deerfield site and they have reserved the following proposed names:
^ Jessica Crescent; (north of Sienna Street)
^ Rachel Crescent; (south of Sienna Street) and,
^ Sienna Street (changing the suffix from Court to Street)
This report will be making recommendations only for the streets shown on the attached map. In
this regard, only the proposed names "Jessica Crescent", "Rachel Crescent" and the changing
of the suffix from "Sienna Court" to "Sienna Street" will be affected by the proposed by-law.
Further recommendations will be made to direct Legal services to advertise the proposed
names in accordance with Municipal Act requirements.
FINANCIAL IMPLICATIONS: All costs associated with the registration of the reference plan,
advertising of the intent to name the road and street signage and/or any agreements deemed
necessary by the City Solicitor to implement the street naming are to be entirely borne by
developer/applicant. The City will assume Sienna Street once the condominium is registered.

COMMUNITY ENGAGEMENT:
A notice of the City's intent to name these roads both private and public roads will be placed in
the Kitchener Record before the by-law is presented to Council for approval.
