Kitchener, Ontario; 4 Seasons Heating & Cooling, Waterloo, Ontario; Hogg Fuel & Supply Ltd., Kitchener, Ontario; Infiniti Air Conditioning & Heating, Kitchener, Ontario; McGregor Plumbing & Heating, Tavistock, Ontario; Tiger Plumbing Inc., Waterloo, Ontario; at the City’s established allowance rates for two (2) years, with an option to renew for three (3) additional twelve (12) month periods, subject to mutual agreement. BACKGROUND: Kitchener Utilities requires a complement of contractors for the provision of rental water heater installations, replacement, maintenance, and repair services. The contractors receive work referrals from Kitchener Utilities for this requirement. This proposal establishes contractors to support the program. The annual estimated spend over the previous three (3) years was $1,521,903.38. ï ·÷ ó ï REPORT: Proposals were requested from fifteen (15) known bidders, as well as advertised publicly in The Record, on the City of Kitchener website and the Internet through the Ontario Public Buyers Electronic Tendering Information System. Seventeen (17) potential bidders downloaded th proposal documents, and by the closing date of Thursday September 30, 2011, nine (9) proposals had been received. The following proposals were received: Aire-One KW Heating & Cooling Kitchener ON* Afterglow Ltd. Waterloo ON* Amber Heating & Sheet Metal Ltd. Kitchener ON* 4 Seasons Heating & Cooling Ltd. Kitchener ON* Hogg Fuel & Supply Ltd. Kitchener ON* Infiniti Air Conditioning & Heating Kitchener ON* McGregor Plumbing & Heating Inc. Tavistock ON* Tiger Plumbing Inc. Waterloo ON* Triple 8 Plumbing & Heating Inc., Kitchener ON* Contractors are classified as primary and secondary installers to the program with the bulk of installations performed by two (2) primary contractors: Triple 8 Plumbing and Heating Inc., and Aire-One Heating and Cooling. These contractors have the manpower and equipment resources required to respond on a 24/7 rotational basis, ensuring a valued customer service experience. The remaining seven (7) contractors are utilized for overflow installations during peak times, including evenings, weekends and holidays. They are also used for special project work and tankless water heater service, however, they do not have the capacity to perform a high volume of work as the primary installers. The price for installation services has remained the same since 2005. The proposals were reviewed by B. Nash, Manager of Customer Relations, W. Malcolm, Director of Utilities, and S. Rudak, Buyer, who concur with the above recommendation. The proposals were rated on the following criteria: a. Compliance with requirements set forth in the RFP; b. Completeness of submission; c. Ability to meet or exceed all specifications, information requested, terms and conditions; d. Capacity and strength of the organization including equipment and manpower available; e. Proponent’s experience and expertise; f.
