SUBJECT: P11-079 – Electrical Services
RECOMMENDATION:
That Proposal P11-079, Electrical Services, be awarded to:
Janick Electric Limited, North York, Ontario,
Miller Electric Limited, Kitchener, Ontario,
at their proposed rates, for a one (1) year period, with an option to renew for two (2) additional
twelve (12) month terms.
BACKGROUND:
This proposal is based on hourly and material rates, coupled with the contractor’s capacity to
service the City in a timely manner. The spend for this requirement is dependent upon the
amount of electrical work required during the term of the contract.
The City retains a complement of electrical contractors, providing electrical service repair work
when and where staff is unable to perform the work.
The estimated average annual spend over the past three (3) years was $285,750.67.
REPORT:
Proposals were requested from five (5) known bidders, as well as advertised publicly in The
Record, on the City of Kitchener website and the Internet through the Ontario Public Buyers
Electronic Tendering Information System. Fifteen (15) potential bidders downloaded proposal

documents, and by the closing date of October 6, 2011, five (5) proposals had been received.

The following proposals were received:
Harold Stecho Electric Limited Waterloo ON
Janick Electric Limited North York ON *
Millers Electric Limited Kitchener ON *
Stanson Electric, Inc. Kitchener ON
Trade-Mark Industrial Inc. Kitchener ON
The hourly rate for master electricians increased 1.6% from the previous 2010 - 2011 contracts.
The proposals were reviewed by D. Hergott, Manager of Facilities Management, D. Hanby,
Supervisor of Facilities Management, J. Edmonston, Manager of Utilities and S. Rudak, Buyer,
who concur with the above recommendation.

The City of Kitchener’s purchasing policies and practices ensure openness, fairness and
transparency in the procurement of goods and services.
FINANCIAL IMPLICATIONS:
Electrical services are an on-going maintenance, repair, and operational requirement with
funding provided from various operating accounts.
