HomeMy WebLinkAboutFCS-11-223 - E11-078 - Consultant Services - Edgehill Baxter StREPORT TO:Committee of the Whole DATE OF MEETING: 2011-12-05 SUBMITTED BY: Larry Gordon, Director of Supply Services, 2214 PREPARED BY: Larry Gordon, Director of Supply Services WARD(S) INVOLVED: 3 DATE OF REPORT: 2011-11-24 REPORT NO.: FCS-11-223 SUBJECT: E11-078 – Consultant Services –Edgehill -Baxter Storm Sewer Outlet Replacement RECOMMENDATION: That Expression of Interest E11-078 – Consultant Services – Edgehill Baxter Storm Sewer Meritech Engineering, Cambridge, Ontario Outlet Replacement, be awarded to at their estimated fee of $65,079.30, including contingencies of $5,916.30 plus H.S.T. of $8,460.31, for a total of $73,539.61, based on a satisfactory contract being negotiated and upset fee being established; and further, That the Director of Supply Services and City Clerk be authorized to execute an agreement satisfactory to the City Solicitor. BACKGROUND: The Edgehill-Baxter storm sewer outlet was originally built as a twin storm sewer, one pipe (900 mm diameter) under City of Kitchener stewardship and the second one (1000 mm diameter) under the Region of Waterloo’s. In 2008, the City of Kitchener pipe catastrophically failed due to erosion and decay of the metal pipe. As an interim measure, the City’s system was re-routed into the Region’s outlet upstream of the failure. However, the Region’s pipe is showing signs of wearing as well. The project involves the proposed replacement of 125m of existing twin storm sewer (between Edgehill Dr. and outlet) with a new single pipe appropriately sized for the drainage area serviced. The design is to be completed throughout 2011 and early 2012 and construction is expected to occur in May 2012. REPORT: In accordance with Chapter 170 of the Municipal Code pertaining to the Selection of Professional Services/Consultants, a Consultant’s Review Committee was established consisting of S. Allen, Manager, Engineering Design and Approvals, B. Bishop, Engineering Construction Project Manager, D. Lupsa, Design and Construction Project Manager and L. Gordon, Director of Supply Services. ï ª÷ ó ï Expressions of interest were advertised publicly in The Record, on the City of Kitchener website and on the internet through the Ontario Public Buyers Association Electronic Tendering Information System relative to this project. Documents were downloaded by Twenty (20) th interested parties, and by the closing date of Thursday, October 6, 2011, eight (8) responses had been received. th The review committee met on Thursday October 20, 2011, to review the submissions and a shortlist of three candidates was selected for further interviews. The Committee met on th Monday, November 7, 2011 to interview the shortlisted candidates. The Committee elected to award the project to Meritech engineering, Cambridge, Ontario. The Committee rated consultants on the following criteria: Evaluation of Proposed Project Manager Completeness of the Proposal Qualifications/Expertise Variety & Quality of Disciplines In House/In Consortium Past Performance Knowledge of the City (re: this area) Permanent Local Office Amount of City Work Completed in the Past Proposed Project Team Effect of Interview Cost of Consultant’s Fees Effectiveness of work plan A listing of the responding parties follows for your reference: AECOM Kitchener ON Aquafor Beech Ltd.
