HomeMy WebLinkAboutFCS-11-228 - E11-063 - Consultant Services - Pumping Station AsREPORT TO:Committee of the Whole DATE OF MEETING: 2011-12-05 SUBMITTED BY: Larry Gordon, Director of Supply Services, 2214 PREPARED BY: Larry Gordon, Director of Supply Services WARD(S) INVOLVED: N/A DATE OF REPORT: 2011-11-29 REPORT NO.: FCS-11-228 SUBJECT: E11-063 – City of Kitchener Pumping Station Assessment RECOMMENDATION: That Expression of Interest E11-063 – City of Kitchener Pumping Stations Assessment, be , Kitchener, Ontario awarded to Genivar Inc. at their estimated fee of $284,355.50, including contingencies of $25,858.50 plus H.S.T. of $36,966.22, for a total of $321,321.72, based on a satisfactory contract being negotiated and an upset fee being established; and further, That the Mayor and City Clerk be authorized to execute an agreement satisfactory to the City Solicitor. BACKGROUND: The City of Kitchener currently has twenty three (23) existing sewage pumping stations in operation. These pumping stations were built in different years, are of various sizes and types, and have various operational and maintenance needs. The proposed Pumping Station Assessment study is being conducted in order to: Update an inventory of all assets at the sewage pumping stations Undertake an assessment of the current condition of each facility and components inventoried. Incorporate into the study the projected demands on and degradation of components over the next 10 years Conduct visual and non destructive testing such as infra red thermal imaging o hammer Schmidt tests o ultra sound testing o hydraulic testing and draw down tests o vibration analysis etc. o on structural, mechanical, electrical components of the station including the pumps and mechanical control centre Prepare a database and written report inventorying and describing the various assets ï ª· ÷ ó ï Prepare a 10 year capital upgrade program for each station recommending the prioritization of the sewage pumping stations for their related improvements/ upgrades/ replacement together with timing and budget cost estimates to achieve the desired standards. Prepare an ongoing annual preventative maintenance/repair activity program Review existing standards and recommend changes in order to adhere to current legislation and best practices Review opportunities and recommend changes for the improved operation of the pumping stations The study will enable the City to determine and forecast future capital costs for repair and replacement, and provide Operations with detailed information on assets when conducting repairs and replacement on those assets. REPORT: In accordance with Chapter 170 of the Municipal Code pertaining to the Selection of Professional Services/Consultants, a Consultant’s Review Committee was established consisting of S. Daniel, Engineering Technologist, C. Leishman, Asset Management Technician, C. Banks, Supervisor, Sewer & Storm Water Management, B. Dubrick, Supervisor, Sewer & Storm Water Management and L. Gordon, Director of Supply Services. Expressions of interest were advertised publicly in The Record, on the City of Kitchener website and on the internet through the Ontario Public Buyers Association Electronic Tendering Information System relative to this project. Documents were downloaded by Twenty-nine (29) interested parties, and by the closing date of Monday August 22nd, 2011, thirteen (13) responses had been received. The review committee met on Wednesday September 14th, 2011, to review the submissions and a shortlist of five (5) candidates was selected for further interviews. The Committee met on Tuesday October 4th, 2011, to interview the shortlisted candidates. A post tender addendum th was issued on October 26 which required additional information that required non destructive test inspections as part of the study to asecertain the current state and remaining life of the components/appurtenants. Revised pricing was also requested. The Committee met on Tuesday November 15, 2011 to review the submissions and elected to award the project to Genivar Inc. Markham, Ontario. The City of Kitchener’s purchasing policies and practices ensure openness, fairness and transparency in the procurement of goods and services. FINANCIAL IMPLICATIONS: Funding will be provided from Internal Order Group 800403009 – Pumping Station General Maintenance. The primary deliverables of the assessment will support operating and maintenance activities and include recommendations on best operating practices, maintenance cycles, budgetary and material requirements to support these activities. This account is used to fund general operations and maintenance activities on pumping station facilities. COMMUNITY ENGAGEMENT: Not applicable.
