RECOMMENDATION:
That Tender T11-038, Hot Mix Asphalt, be awarded as follows:
CoCo Paving Inc., Stratford, ON and Kitchener Asphalt Ltd., St. Clements, ON,
for work
TCG Asphalt & Construction, London, ON
south of King Street; , for work north of King Street,
at their tendered unit prices.
BACKGROUND:
Asphalt is an on-going maintenance, repair and operational requirement for repair/restoration of
city streets, walks and pathways.
The actual spend over the past twelve (12) months was $472,153.86..
REPORT:
Tenders were advertised publicly in The Record, on the City of Kitchener website and the
Internet through the Ontario Public Buyers Electronic Tendering Information System. Nine (9)
potential bidders downloaded tender documents, and by the closing date of Thursday May 26,
2011, four (4) tenders had been received.
The following tenders were received:

Innovative Surface Solutions Ajax ON $ 156,618.00
CoCo Paving Inc. Stratford ON $ 444,118.82*
TCG Asphalt & Construction London ON $ 990,862.76*
Kitchener Asphalt Ltd. St. Clements ON $1,009,732.86*
Innovative Surface Solutions bid on one item and the unit price for the item was not low bid.
CoCo Paving Inc. provided pricing on five items out of the eleven listed, so the award for south
of King Street was split between CoCo Paving Inc. and Kitchener Asphalt Ltd., who were able to
provide pricing on all eleven items.
The award of this tender is split in order to allow Operations staff efficient access to materials
based on the proximity of the work site in relation to the asphalt pick-up locations.
This tender is based on fixed unit prices, for a one year term and on an estimated
representative sampling of asphalt materials used in the previous year. Actual spend will
depend on the level of construction activity throughout the term of the contract.
The price decreased an average of 4.35% from the 2010 tender.
The tenders were reviewed by S. Berry, Manager, Maintenance Operations, D. Moore,
Operations Supervisor, and S. Rudak, Buyer, who concur with the above recommendation.
