HomeMy WebLinkAboutFCS-11-163 - E11-059 - Consultant Services - Bramm Streeet REPORT TO: Carla Ladd DATE OF MEETING: 2011-08-18 SUBMITTED BY: Larry Gordon, Director of Supply Services, 2214 PREPARED BY: Larry Gordon, Director of Supply Services WARD(S) INVOLVED: 9 DATE OF REPORT: 2011-08-15 REPORT NO.: FCS-11-163 SUBJECT: E11-059 – Consultant Services – Bramm Street Yards Parking Development RECOMMENDATION: That Expression of Interest E11-059, Consultant Services – Bramm Street Yards Parking , Kitchener, Ontario Development, be awarded to MTE Consultants Inc. at their estimated fee of $$55,250.00., plus H.S.T. of $7,182.50., for a total of $62,432.50, based on a satisfactory contract being negotiated and an upset fee being established; and further, That the Director of Supply Services be authorized to execute an agreement satisfactory to the City Solicitor. BACKGROUND: The Bramm St Yards are being developed for surface parking to satisfy a growing need for longer term parking being generated by the growth of businesses in the Warehouse District. Redevelopment of the Tannery, the School of Pharmacy, the School of Medicine and most recently the Perimeter Development, as well as existing businesses in the area, have all generated more parking than what can be developed on site or is available in surrounding surface parking lots. The use of the Bramm St Yards for parking on an interim basis will address an immediate need as well as provide a return on investment once the initial capital construction costs are paid down. The first phase of parking development in the area north of Bramm St is expected to be in use for 3 to 5 years, while the second phase of parking development in the area south of Bramm St is expected to be in use for 5 to 7 years. Both areas will eventually be redeveloped. REPORT: In accordance with Chapter 170 of the Municipal Code pertaining to the Selection of Professional Services/Consultants, a Consultant’s Review Committee was established consisting of J. McBride, Director of Transportation Planning, and L. Gordon, Director of Supply Services. Expressions of interest were advertised publicly on the City of Kitchener website and on the internet through the Ontario Public Buyers Association Electronic Tendering Information System relative to this project. Documents were downloaded by twenty-eight (28) interested parties, and by the closing date of Tuesday July 12th, 2011, five (5) responses had been received. The Review Committee met on Thursday August 11th, 2011, to review the submissions. The Committee elected to award the project to MTE Consultants Inc., Kitchener, Ontario. The Committee rated consultants on the following criteria: ? Evaluation of Project Manager ? Completeness of the Proposal ? Qualifications/Expertise ? Variety & Quality of Disciplines In House/In Consortium ? Past Performance ? Knowledge of the City (re: this area) ?
