NOVEMBER 24, 2011 CITY OF KITCHENER
The Environmental Committee met this date commencing at 4:10 p. m.
Present: Mr. S. Grossman -Chair
Councillor D. Glenn-Graham, Ms. C. Huxted, and Messrs. P. Dowling, D. Hoshowsky,
J. Henhoeffer, M. Peterson and G. Zador.

1. INTRODUCTION OF NEW MEMBERS
On behalf of the Committee, Mr. S. Grossman welcomed Ms. C. Huxted, Mr. P. Dowling and
Mr. J. Henhoeffer who were recently appointed to the Environmental Committee.
2. CSD-11-166 - 2011 COMMUNITY ENVIRONMENTAL IMPROVEMENT GRANTS (CEIG)
The Committee was in receipt this date of Community Services Department report CSD-11-
166, dated November 7, 2011, outlining the applications being recommended by the
Community Environmental Improvement Grant (CEIG) Sub-Committee to receive funding in
2011.
Ms. C. Musselman reviewed the Sub-Committee's recommendation, which proposes that a
total of $4,250. be allocated to four of the CEIG applicants. She advised that it is also being
recommended that of the remaining $10,250. of the 2011 CEIG funds, $1,750. be allocated to
assist with costs relating to the development of commemorative signage identifying the City of
Kitchener's contribution; and, towards 2012 advertising costs. She noted that the remaining
$8,500. be carried forward toward the 2012 CEIG program to support additional projects.
Mr. M. Peterson requested clarification on the reasoning for not recommending grant funding
for the Cherry Park Neighbourhood Association and the Mosaic Counselling and Family
Services applications. Mr. G. Zador spoke on behalf of the Sub-Committee, advising that due
to the ambiguity and timing related to other City projects, members were in agreement that the
Cherry Park Neighbourhood Association and the Mosaic Counselling and Family Services were
premature in their request. He noted that both groups were being encouraged to re-apply for
CEIG funding in 2012.
Mr. Zador requested an amendment to the recommendation to require the Laurentian Hills
Christian School `Green Team' t-shirts include the City's logo, as a means of recognizing the
CEIG funding contribution; rather, than a commemorative sign.
On motion by Mr. G. Zador -
it was resolved:
"That the 2011 Community Environmental Improvement Grant (CEIG), to be funded
from the Environmental Stewardship Capital Account, be awarded as follows:
• $500 to Community Renewable Energy Waterloo (CREW) Kids and Community
Power Saving Project for education/public awareness material;
• $200 to Laurentian Hills Christian School for the purchase of their `Green Team'
t-shirts, which shall include the City logo to corporate communication standards;
• $550 to Resurrection Catholic Secondary School for the purchase and installation
of a bicycle rack; and,
• $3,000 to River Ridge Community Park Committee for the purchase, installation
and maintenance of trees; and further,
That the remaining balance of $10,250 in 2011 CEIG funds be allocated as follows:
• $1,000 to assist with costs related to the creation and production of
commemorative material identifying the City of Kitchener's contribution through
the CEIG towards the projects receiving funding in 2011; and,
• $750 to assist with 2012 advertising costs; and further,
• $8,500 for the 2012 CEIG program."

3. REGION OF WATERLOO "WALK CYCLE" WORKSHOP UPDATE
The Committee was in receipt of a Region of Waterloo media release, dated November 4,
2011, regarding the Region's Walk Cycle public interactive workshops being hosted to assist in
facilitating the development of their Active Transportation Master Plan.
Mr. S. Grossman advised that he attended one of the public workshops, regarding the
development process to establish an Active Transportation Master Plan, to make cycling and
walking more accessible in the Region of Waterloo. He stated that the meeting was well
attended and it is anticipated that the Region will be hosting another Walk Cycle public
workshop again in 2012. He noted that additional information on the development of the Active
Transportation Master Plan and the Region's upcoming workshops can be found at:

4. VICTORIA PARK LAKE IMPROVEMENT PROJECT -UPDATE
Several members questioned whether there would be any additional updates to the
Environmental Committee regarding the Victoria Park remediation project. Mr. M. Peterson
advised that he is a Public Advisory Member on the Victoria Park Lake Working Group, and to
the best of his knowledge there are no further public meetings scheduled for this project. He
stated that the project team is continuing with an active communication plan regarding the
status of the project, which can be found on the following website, http://www.kitchener.ca
/en/livinginkitchener/Victoria Park Lake Improvements.asp. Ms. C. Musselman indicated that
the project is now in the construction phase, the Lake has been drained and the excavation is
anticipated to begin in December 2011.
