SPECIAL COUNCIL MINUTES
DECEMBER 21, 2011 CITY OF KITCHENER
A special meeting of City Council was held at 1:34 p.m. this date, chaired by Mayor C. Zehr with all
members present.
Notice of this meeting had been previously given to all members of Council by the City Clerk pursuant
to Chapter 25 (Council Procedure) of the Municipal Code.
Council considered Infrastructure Services Department report INS-11-097 (J. Witmer) regarding an
outdoor ice rink to be located on lands owned by the Salvation Army at 75 Tillsley Drive.
Councillor K. Galloway advised that she supports outdoor rinks; however, she had a concern with
adding this rink in an area already supporting three other rinks and if the volunteer base could support
another rink. Mr. G. Hummel, Manager of Park Planning, Development and Operations, advised that
the church is proposing to have its volunteers look after the rink. He added that when staff looks into
locations for a rink, they take into consideration proximity to major roads and in this case, Fischer-
Hallman Road acts as a barrier therefore, staff is in support of the proposed location.

Seconded by Councillor F. Etherington
“That the Mayor and Clerk be authorized to execute any and all necessary agreements with
the Salvation Army Church, satisfactory to the City Solicitor regarding the installation of an
outdoor ice rink to be located at 75 Tillsley Drive.”
Carried.

Seconded by Councillor Y. Fernandes
“That an in-camera meeting of City Council be held this date to consider a labour relations /
personal matter.”
Carried.
Moved by Councillor S. Davey
Seconded by Councillor B. Vrbanovic
“That leave be given the Mover and Seconder to introduce a by-law to confirm all actions and
proceedings of the Council and that the same be taken as read a first, second and third times, be
finally passed and numbered 2011-184 by the Clerk.”
Carried.
On motion the meeting adjourned at 1:38 p.m.
