BACKGROUND: On February 14, 2011 Council approved the recommendation to enter into a three year Multi- sector accountability agreement (M-SAA} with the Waterloo Wellington Local Health Integration Network (UUUVLHIN) commencing April 1, 2011 to March 31, 2014. Two programs run by the City of Kitchener, the Senior Day Program and Peer Helping Program, both receive a large proportion of funding from the UUVVLHIN. The Senior Day Program provides structured and supportive programming for older adults with a variety of physical and cognitive disabilities. The Peer Helping Programs assist older adults through various life transitions such as bereavement, care giving, divorce and retirement, with the provision of educational sessions and support groups. The Multi-sector accountability agreement is a standardized contract among all Local Health Integration Network (CHIN) funded service providers in Ontario and outlines: Services that are to be provided with the CHIN funding; • Financial and Corporate entity reporting requirements; • Relevant policies and standards applicable to the funded services; and • Performance obligations forthe funded programs. REPORT: In order to simplify and more effectively meet the requirements of the WvvLHIN, staff is recommending that the Deputy CAO of Community Services be given authority to sign off on the 2-1 declaration of compliance as well as any other documents or agreement amendments, which occurs from time to time, that fall within the broad provisions of the agreement. In accordance with the reporting requirements of the M-SAA, a declaration of compliance from the service provider is required to be submitted bi-annually. In addition to this, there are times where items within the provisions of the agreement could change (e.g. programs added or changed due to community need and demographic trends, new funding opportunities, changes in reporting requirements etc.). Each one of these changes also requires sign off before they can be implemented. It is typical that many changes take place within the lifetime of the agreement. With non-municipal service providers of senior day programs, it is typically the Executive Director and Board Chair that sign off on the declaration and any document changes within the agreement with the UUUVLHIN. In the case of the City of Kitchener however, it is the Mayor and Council who currently are required to sign off, which necessitates staff bringing a report forward to Committee each time for approval. This current process is both time consuming and more work intensive. Given that: i) changes are administrative and/or operational in nature, ii) would typically be made at the staff level if these programs were not funded from the UUVVLHIN, and iii) stay within the provisions of the agreement between the City of Kitchener and the UUUVLHIN, it is being suggested that it makes more sense and is more effective giving the duty of executing the declaration of compliance and any other changes to staff, ensuring that they are to the satisfaction of the City Solicitor. Staff has brought this proposal forward to the WWLHIN who are in support of the recommendation.
