BACKGROUND: After the completion of the Wabanaki Drive extension, Wabanaki Drive at Wilson Avenue is now operating as a four legged intersection. Transportation Planning has reviewed the existing traffic control at the location to determine if an upgraded intersection control should be considered. REPORT: According to the City of Kitchener's Official Plan, Wabanaki Drive is designated as a secondary arterial roadway, while Wilson Avenue between Wabanaki Drive and Franklin Street South is designated as a major collector roadway. Both roadways provide access to the surrounding street network within this neighbourhood. As part of the City's continued monitoring of traffic operations at this location, a traffic study was conducted for the intersection of Wabanaki Drive at Wilson Avenue on November 8, 2011. The results of the study were compared to the City of Kitchener's all-way stop warrant requirements. These requirements are a set of guidelines based on the all-way stop warrants established by the Ministry of Transportation of Ontario and the Institute of Transportation Engineers. The results are as follows: 3-1 All-Way Stop Warrant Analysis Wabanaki Drive at Wilson Avenue Warrant Factors - "Cross" Intersection Results Warrant Met The total vehicle volume on all intersection approaches averages 500 vehicles per hour 928 YES for eight hours of the day and A combined vehicular and pedestrian volume on the minor street averaging 200 units per hour (all vehicles plus pedestrians 453 YES wishing to enter the intersection) for the same eight hours and A volume split that does not exceed 70/30. Volume on the major street is defined as vehicles only. Volume on 52% YES the minor street includes all vehicles plus any pedestrians wishing to cross the major roadway All-Way Stop Warranted YES Based on the all-way stop analysis completed for the intersection of Wabanaki Drive at Wilson Avenue, Transportation Planning is recommending that an all-way stop be installed. The installation of an all-way stop at this location will properly allocate right-of-way within this intersection, while helping to improve vehicle and pedestrian safety. Additionally, a traffic signal warrant analysis was conducted based on this study. While traffic signals are not warranted under current conditions, it is expected that traffic volumes will continue to change due to the provisions of new Wabanaki Drive, as result, Transportation Planning will continue to monitor intersection operations to ensure that the intersection is provided appropriate traffic control. ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN: This initiative falls under the Community Priority of Quality of Life. "Work with partners, including all orders of government, to create a culture of safety in our community." By working with the neighbourhood, traffic control concerns have been addressed. FINANCIAL IMPLICATIONS: The approximate cost for the installation of an all-way stop at Wabanaki Drive at Wilson Avenue is $1,800, including materials and installation and will be taken from the existing sign maintenance budget. 3-2 COMMUNICATIONS: None.
