SUBJECT: AMENDMENTS TO CHAPTER 270 (PARKS)
RECOMMENDATION:
That a by-law be enacted to amend Chapter 270 (Parks) of the City of Kitchener Municipal
Code with respect to housekeeping amendments as outlined in Report No. CSD-12-010.
BACKGROUND:
Chapter 270 (Parks) of the City of Kitchener Municipal Code regulates a variety of actions and
activities that are either prohibited or subject to approval within the City's system of parkland,
trails and sportsfields.
REPORT:
From time to time, issues are identified that give rise to amendments to Chapter 270 (Parks} to
clarify the provisions contained within it. Recently, activities within storm water management
areas have come to the attention of staff, who feel that it is worthwhile to amend the definition of
"park" in the By-law to expressly include them. Further, staff feel it is prudent, for obvious safety
reasons, to regulate activities within these areas such as entering into or on bodies of frozen
water.
Also, Parks Operations staff have implemented a program of updating signage within parkland.
The new form of signage relies more on graphics than language to depict activities that are
either allowed or prohibited. Examples can include dogs on leashes, poop and scoop
requirements, etc. As such, staff are proposing a new provision in the by-law to require people
to comply with the requirements contained on the signage. In other words, it would be a
violation to disobey a posted sign.

ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN:
The aforementioned amendments support the Community Priority of Quality of Life, as
contained in the City's Strategic Plan.
FINANCIAL IMPLICATIONS:
N/A
COMMUNITY ENGAGEMENT:
The proposed amendment to Chapter 270 is housekeeping in nature and does not require a
level of community engagement. Nonetheless, the provisions of the Chapter are routinely
communicated to the public through a variety of public education initiatives.
