Call to order at 9:00 am -are there any conflicts of interest to be declared

Agenda Item: Approval of Agenda
• Moved by: Bryan Larkin, seconded by: Kevin Ballantyne,
all in favour, motion passed.
Agenda Item: Marketing Update -Mark Garner
• We are currently working on increasing events downtown in the "shoulder
season" i.e. Jan, Feb, Mar and April.
• Template handed out with the "Get Downtown" logo

Action Item: Chinese New Year - Breanna Scott
• Event took place Feb 5t" at Kitchener Market
• We also did scratch and win tickets with our member engagement
• Tickets are running from Feb 3rd to 17t"and valid until Feb 28t"
• Posters for scratch and win have gone out
• We had free cooking demonstrations done at the market with members
restaurants
• 21 Vendors participated in the scratch and win
• Entertainment was available from gam - 2pm at the event
• 600 scratch and wins were given out the day of the event
• Over 100 people signed up for downtown cards
• The event brought increased traffic and market sales
• Statement from market manager "busiest Saturday they have seen
Upcoming events
• Feb 19t" in Henderson Jersey event at City Hall
• St Patrick's Day event is coming up, partnership with City, CMG and BIA
Action Item: Downtown: Retail Attraction -Erin Young
Attraction:
• BIA is working with Junior Achievement, KW Community Foundation and
Don Zehr on the creation of a hub at 29 King St. E. ,new BIA office
• MJB Consulting - we have jointly been working on creating Detail Sheets
for prospects. Most have made the cut only one has been taken off the list.
We are planning his next visit where we will begin our outreach to
prospects and start working the list.
• Vacancy rate is 15.6% (Last month 15%)
• New member openings: Schoeck Canada Inc (Water and King), Zen
Design: 27 King St W.
• Vacancy Space: 60,969 sq. ft. approx
• Vacancies: 26 up one from last month.
Retention:
• Working on getting more registrants for the High Impact Seminar on Feb
24t" currently 21 registered and of that 15 are from downtown.

Agenda Item: Economic Development /Downtown Update -Kim Feere
• Rod sends his regrets -Kim did a brief update
• The City Centre Marketing campaign launches next week, there will be an
open house in March.
• Update handed out to Board Members
• Increase in building permits was discussed - It was noted that it was
primarily in residential and commercial activity -mostly Ira Needles
direction.
• Action Item - to get specific details from Rod Regier on the actual
numbers of permits downtown so we understand activity in the core.
Agenda Item: Downtown update -Kim Feere
• Patio Process for this year has started with letters to members
• On target for more patios this year in the core.
• City is looking at stream-lining the process for patio licensing.
Agenda Item: WRPS Update -Supt. Bryan Larkin
• Bryan went over the WRPS re-organization and provided mapping
changes to the Board
• Overall crime is down within the downtown area
• Detailed update was given to BIA Board
• WRPS and community partners have a graffiti clean up plan in place for

• Approved: Bryan Larkin and Seconded by: Michael VonTeichman, all in
favour, motion passed.
Agenda Item: Financials -Kevin Ballantvne
December financials are not finalized as yet, should be ready for next
meeting, Auditors are reviewing

• Kevin Ballantyne has recommended not approve budget as presented for
2011 based on the overspend presented.
• ACTION ITEM: Mark Garner and Kevin Ballantyne to re-work the budget
and revise/present for next meeting.
Agenda Item: Executive Director Update -Mark Garner
• Downtown Clean Team -The Board unanimously agreed that we will not
proceed with this request.
• ACTION ITEM: Mark Garner - to look at what other cities are doing
for street-cleaning and power washing
• DIRG -Garbage -ongoing work is being done on issue of Garbage on
King Street. We continue to monitor and address issues as they come up
• DIRG -Seasonal Lighting Decorations -The older decorations on Duke
and Charles have been removed and currently in storage. The joint
Economic Development and BIA teams will be looking at the needs for
lighting for 2011.
• Arena / Kitchener Aud committee -Team meetings are ongoing as we
work all the items in phase 1 process. Some preliminary analysis work has
been completed based on the Rangers business case and Keith Baulk is
reviewing these findings with their management team.
• Pillar Consulting -Regarding the Strategic Plan session -The proposal
outlines a very detailed proposal and process. Cost was somewhat high
and rather lengthy i.e. 6 months. It was decided that we only need a
facilitator. Based on the leadership and foundation work Mark Garner has
done over the last (3) years the thought was Mark Garner would do the
strat plan and potentially pay him for his time and then look at a facilitator
to help with the process. t was also decided that we will Mark will contact
Darcy Farlow for strategic session with the Board.
• Strategic Plan -ongoing work being done by staff on the strategic plan
for 2011.
ACTION ITEM: Mark Garner to contact Darcy Farlow to see if we can utilize
her services to facilitate

• ACTION ITEM: Mark Garner - to determine what he thinks is the process
and how much to time to be able to pull the 3 year , 5 year strategy is and
discuss with Executive committee and bring it back to the Board.
• Lease: ongoing work on new location for the BIA and as mentioned in the
Retail Attraction and Retention strategy have worked a solution which will
bring (2) two other partners together
• LRT -Board needs to get up to date on this.
• Halls Lane -Board needs to be up to date on this
• TDM Strategy -Board needs to be aware of what this is about
• Victoria Park Cleanup -This project is in jeopardy of being stopped
based on City Budget process. Mark to write a letter of support for Victoria
Park Cleanup.
• Board is unanimously in support of Victoria Park Cleanup Project -
Motion by Moya Spruce, seconded by Tony DiBattista, all in favour, motion
passed -Mark Garner to write a letter to support for the project.
ACTION ITEM -Mark Garner - to write a letter in respect to Victoria Park
Cleanup in our unanimous support of the clean and have it for everyone's
review.
