SUBJECT: Oracle/PeopleSoft Contract
RECOMMENDATION:
“That the Mayor and Clerk be authorized to execute an amendment, satisfactory to the
City Solicitor, to the City’s software licensing agreement with Oracle Corporation Canada
Inc. allowing the Oracle/PeopleSoft application (software) to be used for an increased
number of employees, and further,
That the Mayor and Clerk be authorized to execute an agreement for the provision of one
year of maintenance and technical support services for the Oracle/PeopleSoft application
with Oracle Corporation Canada Inc., provided such ordering document is satisfactory to
the City Solicitor, and further,
That the Director of Human Resources be delegated authority to execute maintenance
and technical support agreements respecting the Oracle/PeopleSoft application,
provided such agreements are satisfactory to the City Solicitor.”
BACKGROUND:
Oracle/PeopleSoft, the City of Kitchener’s payroll and human resources software application,
has successfully been in use since 1993. Throughout the years, more and more modules have
been accessed and put to good use: time and labour, training, and self-service. Our current
licensing arrangement requires the City to provide a payment to Oracle to continue use of its
product every time our employee count meets a certain threshold. Maintenance and support is
purchased on an annual basis.
REPORT:
To continue to receive maintenance and technical support services, Oracle requires the City to
sign an agreement respecting provision of these services. Without continuing support and
maintenance for the Oracle/PeopleSoft products the City will not receive updates to the software
necessary to provide accurate payroll services. The City requires Oracle maintenance and
support to protect our investment in the Oracle/PeopleSoft products.

In accordance with our current licensing arrangement the City is also required to pay a software
licensing fee since our employee count has hit a certain threshold. Oracle expects the City to
sign an ordering document or agreement when we make this required payment. This
agreement contains additional terms with respect to both licensing and maintenance that will
impact the City’s existing licensing agreement.
ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN:
Oracle/PeopleSoft software aligns with the Information Technology goal by maximizing
technology to support timely, relevant and accurate information. With Oracle/PeopleSoft the
City is able to enhance our ability to interact and communicate more effectively with our
workforce.
FINANCIAL IMPLICATIONS:
The amounts payable for maintenance and technical support and for the employee count
payment are budgeted in the current PeopleSoft Operating and Capital Budgets.
