BACKGROUND: Transportation Planning has received a request to review the existing on-street parking regulations on Liberty Avenue between Pandora Avenue North and Stirling Avenue North. The request identified that the roadway is narrowed by snow banks in the winter, which makes two- way traffic unsafe, as well as reducing the ability for proper emergency service vehicle access. As a result, it has been proposed to implement a "No Parking" anytime (January 1 -March 31) regulation on one side of the roadway. REPORT: Currently, on-street parking is permitted on both sides of Liberty Avenue between Pandora Avenue North and Stirling Avenue North for a maximum period of three (3) consecutive hours, as outlined in the City of Kitchener Uniform Traffic By-law No. 2007-138. Transportation Planning delivered surveys to the affected residents and notified them of the proposal to prohibit on-street parking every year from January 1 to March 31 at anytime on the south side of Liberty Avenue between Pandora Avenue North and Stirling Avenue North. The survey results are as follows: 5-1 Staff Re~p~r~ I~TCn~nT~~ lnfrastru~ture Services flepartmeat www.kitchenerca Surveys delivered: 11 In favour of prohibiting on-street parking every year from January 1 to March 31. 8 (89% of responses) Leave on-street parking regulation as is. 1 (11% of responses) TOTAL 9 responded (82% response rate) As indicated above, of the nine (9) responding residents, eight (8), or 89%, are in favour of the proposal to prohibit on-street parking every year from January 1 to March 31 at anytime on the south side of Liberty Avenue between Pandora Avenue North and Stirling Avenue North. As a result, it is recommended that this winter parking prohibition be implemented on Liberty Avenue. ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN: This initiative falls under the Community Priority of Quality of Life. "Work with partners, including all orders of government, to create a culture of safety in our community." By working with the neighbourhood, on-street parking concerns have been addressed. FINANCIAL IMPLICATIONS: The approximate cost for sign installation for the roadway is $300 and will be taken from the existing sign maintenance budget. COMMUNICATIONS: In December 2011, affected residents along Liberty Avenue between Stirling Avenue North and Pandora Avenue North were surveyed regarding the proposed parking changes. Their input is incorporated in this report.
