TRAFFIC CALMING PRIORITY - 2012
That traffic calming reviews be initiated in 2012 for the following streets:
• Glasgow Street between Fischer Hallman Road and Belmont Avenue
• Morrison Road between King Street East and Sims Estate Drive
• Neighbourhood bound by and including, Traynor Avenue/Connaught
Avenue/Wilson Avenue/Franklin Street
• Guelph Street between Weber Street and Lancaster Street
BACKGROUND:
The existing City of Kitchener traffic calming policy and annual traffic calming budget was
adopted by Council in August 2004 (DTS O4-125). The traffic calming policy outlines a number
of evaluation criteria that provide a fair and consistent review of streets and communities while
defining and prioritizing the individual streets and/or communities that are most in need of traffic
calming, from a traffic safety perspective
Through budget deliberations, the budget for traffic calming for 2012 has been approved at
$200,000. This funding is intended to support the provision of traffic calming measures for four
(4) approved traffic calming reviews.
Through Report INS 11-066, approval was granted to execute a traffic calming review in 2012
for Glasgow Street between Fischer Hallman Road and Belmont Avenue. Glasgow Street will,
therefore, be included as one of the four (4) recommended locations for traffic calming review in
2012.
REPORT:
The intent of traffic calming is to reduce vehicle speeds, deter non-residential traffic from the
area and reduce the incidence of collisions, thereby increasing safety for all users within the

right-of-way. The types of traffic calming measures chosen depend on the issues being
addressed and the function of the road.
Over the past year Transportation Planning has received a number of new requests, either
directly from the public or through the Ward Councillor, to review traffic conditions on a number
of streets. This is in addition to the priority listing that had carried over from 2011. These streets
were reviewed as per the approved Traffic Calming Policy with respect to speed, volumes,
collisions and safety factors. Attached is the current traffic calming priority list for local, minor
collector and major collector/secondary arterial roadways (Appendix "A").
2011 TRAFFIC CALMING REVIEWS
The following is a summary of traffic calming reviews that were initiated in 2011:
• Sydney Street South -between Charles Street and Courtland Avenue
• Williamsburg Road -between Ottawa Street and Westmount Road
• Siebert Avenue / Woodhaven Road / Harber Avenue area
• Highview Drive -between Ira Needles Boulevard and Driftwood Drive
These reviews should be completed by summer 2012, with recommended traffic calming
measures potentially being installed in fall 2012/spring 2013.
It should be noted that all traffic calming studies, upon completion, are reviewed approximately
one (1) year after the implementation of traffic calming measures. These reviews ensure that
the measures are addressing the traffic concerns raised and that local residents still support
their provision. It should also be noted that since these studies have been initiated, all traffic
calming initiatives reviewed have been supported by their respective neighbourhoods.
UNWARRANTED ROADWAYS
While Transportation Planning receives numerous requests on a yearly basis for traffic calming,
not all roadways that are reviewed warrant consideration for traffic calming. Therefore, in order
to concentrate on those roadways that do potentially warrant traffic calming, any streets that
have received fewer than 30 points have been currently removed from consideration for the
traffic calming priority rating.
There are three main categories within the priority rating system for traffic calming warrants;
collisions, volumes and speed, each category being worth a maximum of 20 points each. The
30 point cut-off was determined by taking the median of all three of the major categories. While
typically this would not indicate a major cause for concern, it does provide for a good base of
comparison. This will help to clearly define roadways that do have a significant traffic issue and
do warrant consideration for traffic calming at some point in the future.
We will continue to monitor speeds, volumes and collisions on both warranted and unwarranted
streets on a yearly basis, as any change in traffic conditions could cause a change in priority
ranking. Additionally, if a roadway is scheduled for reconstruction, consideration will be given in
advance of the reconstruction for a review of traffic calming.

PROPOSED TRAFFIC CALMING REVIEWS - 2012
Local Roadways
There are a total of fifteen (15) local roadways that currently meet the City's eligibility for a traffic
calming review. The roadways are at or above the 30 point cut-off criteria for a review as
determined by the Traffic Calming Priority Listing. The following locations are recommended for
a traffic calming review.
Connaught Avenue/Traynor Avenue/Franklin Street/Wilson Avenue neighbourhood
Connaught Street and Traynor Avenue (Wilson Avenue to Connaught Street) are currently
ranked 1St and 6t" on the list of local roadways, with 43 points and 37 points respectively.
Traynor Avenue/Vanier Drive from Walton Avenue to Wilson Avenue has previously been
reviewed, and a series of speed humps were installed.
Because of the grid nature of the surrounding road network, Transportation Planning
acknowledges that the inclusion of traffic calming on Connaught Avenue/Traynor Avenue could
have a potential impact on neighbouring streets. The goal of traffic calming is to alleviate
concerns, rather than shifting the concern to adjacent roadways. Therefore, in the interest of
traffic safety, Transportation Planning recommends that an area wide review be undertaken as
illustrated in appendix B. The review will include Connaught Avenue/Traynor Avenue/Franklin
Street/Wilson Avenue, and all roadways within the defined boundary.
Karn Avenue is ranked 2nd on the priority ranking for local roadways with 41 points. Studies
conducted showed concerns with speeding and collisions, both of which can be targeted
through the traffic calming review. However, because this was the first year that Karn Avenue
was reviewed for a potential traffic calming review, we are not recommending a review at this
time, as we would like to conduct further studies to confirm the traffic conditions and the
roadway's position on our priority ranking.
Minor Collector Roadways
There are a total of three (3) minor collector roadways that meet the City's eligibility for a traffic
calming review. The roadways are at or above the 30 point cut-off criteria. Morrison Road is the
only Minor Collector roadway being recommended for review at this time.
Morrison Road
Morrison Road is ranked 2nd with 38 points. Speeds have historically been a concern along
Morrison Road, and these concerns are exacerbated with the continued development of the
area. Morrison Road also provides the main access to Chicopee Ski and Summer Resort, a
Regional recreation facility and tourist attraction.
Refer to Appendix D for a plan of the roadway proposed for traffic calming, and the surrounding
neighbourhood.

Guelph Street
Guelph Street is currently ranked #3 on the list of minor collector roadways. Because a portion
of this roadway is scheduled for reconstruction in 2014, it is recommended to execute a traffic
calming review for this roadway in 2012 in order to incorporate any potential measures from that
review into the roadway reconstruction design which will occur in 2013.
This timing will allow for any recommended measures to be included in the reconstruction
design.
It is noted that Alpine Road is ranked 1St on the list of minor collector roadways. This location is
not recommended for a review at this time due to its function as serving access to area
commercial and industrial uses, with limited residential frontage. Staff would prefer to direct
traffic calming resources to a review on a residential roadway that will render a more positive
impact on a local residential neighbourhood. Transportation Planning will continue to monitor
traffic conditions on Alpine Road, and will review the roadway for alternative solutions to traffic
calming (ie. signing, pavement markings, police enforcement etc.) to address traffic concerns.
Major Collector Roadways
There are fifteen (15) major collector roadways that meet the City's eligibility for a traffic calming
review. While a number of major collector roadways score high point totals on our priority
listing, it should be pointed out that major collector roadways are designed and intended to
handle larger volumes of traffic. These high point totals are influenced by the higher traffic
volumes that these types of roadways carry. Additionally, major collector roadways are main
emergency response routes -therefore vertical deflections (speed humps, raised crosswalks,
etc) are typically not permitted on these roadways.
Through the approval of report INS-066, Council has directed that Transportation Planning
conduct a traffic calming review for Glasgow Street between Belmont Avenue and Fischer
Hallman Road in 2012.
Glasgow Street between Belmont Avenue and Fischer Hallman Road
Although Glasgow Street is primarily residential, it is a major collector road which carries
through traffic from Park Street to Fischer Hallman Road. Speeding and collisions are a
concern along the corridor. Because Glasgow Street is a primary response route for
Emergency Services, careful consideration needs to be given to the types of traffic calming
measures that are considered.
Recommended traffic calming measures that result from this review will be incorporated into the
roadway design that is scheduled for reconstruction in 2013/2014.

This initiative falls under the Community Priority of Quality of Life. "Work with partners, including
all orders of government, to create a culture of safety in our community."

FINANCIAL IMPLICATIONS:
The $200,000 budget approved for traffic calming will be applied directly to installing measures
for the recommended reviews.
COMMUNITY ENGAGEMENT:
Residents/businesses in the neighbourhood are involved with the traffic calming process by way
of public meetings.
