HomeMy WebLinkAboutFCS-12-014 - T11-095 Hydrovac Excavation ServicesREPORT TO:Committee of the Whole DATE OF MEETING: 2012-02-06 SUBMITTED BY: Larry Gordon, Director of Supply Services, 2214 PREPARED BY: Steve Rudak, Buyer, 2213 WARD(S) INVOLVED: All DATE OF REPORT: 2012-01-24 REPORT NO.: FCS-12-014 SUBJECT: T11-095 Hydrovac Excavating Services RECOMMENDATION: Badger Daylighting Inc., That Tender T11-095 Hydrovac Excavating Services, be awarded to Cambridge, Ontario , at their tendered price of $292,556., plus H.S.T. of $38,032.28, for a total of $330,588.28, with an option to renew for two (2) additional twelve (12) month terms. BACKGROUND: Hydrovac excavation is a no dig technology enabling underground infrastructure to be exposed for maintenance and repair. Where in the past the requirement to carry out such repairs was undertaken using a backhoe and dump trucks, we now use a hydrovac vehicle for repairing water or gas mains, services and valve boxes (water and gas), and performing anode installations. The use of a hydrovac vehicle has improved efficiencies and staff may now perform double to quadruple the work in one day. There is also a cost saving in that the surface restoration area is minimized by having smaller, more localized access points. This tender has a fixed hourly rate for excavation services. The actual spend will depend on the level of activity and service throughout the term of the contract. The estimated average annual spend over the past two (2) years was $224,000. REPORT: Tenders were advertised publicly in The Record, on the City of Kitchener website and the Internet through the Ontario Public Buyers Electronic Tendering Information System. Twenty one (21) potential bidders downloaded tender documents, and by the closing date of Thursday January 12, 2012, four (4) tenders had been received. The following tenders were received: Bid Price Power Plus Utility Services Inc. Mississauga ON $256,058.00 ï ···÷ ó ï Badger Daylighting Inc. Cambridge ON $330,588.28 * Ontario Greenways Hydro-Excavation Inc. Mitchell ON $334,615.60 Super Sucker Hydro Vac Service Inc. Ancaster ON $364,571.90 The lowest bid, received from Power Plus Utility Services Inc., does not meet the specification for the hourly rate to commence at the time of arrival to the work site. The second low bid, received from Badger Daylighting Inc., however, is complete to specification. The price for service has decreased 0.9% from the previous contract. Tenders were reviewed by C. DaCosta, Supervisor of Utilities, B. Dubrick, Operations Supervisor, and S. Rudak, Buyer, who concur with the above recommendation.
