RECOMMENDATION:
That Expression of Interest E11-041 – Consultant Services – Wabanaki Drive Bridge
IBI
Rehabilitation (East of Manitou Drive on Wabanaki Drive) (City Bridge #826), be awarded to
Group, Waterloo, Ontario
at their estimated fee of $88,577.50 including contingencies of
$8,052.50 plus H.S.T. of $11,515.08, for a total of $100,092.58, based on a satisfactory contract
being negotiated and and upset fee being established; and further,
That the Mayor and City Clerk be authorized to execute an agreement satisfactory to the City
Solicitor.
BACKGROUND:
Wabanaki Drive bridge is located east of Manitou Drive on Wabanaki Drive and crosses
Schneider Creek. It was constructed in 1978 and has a reinforced concrete deck and precast
concrete I-beam girder with an asphalt wearing surface.
Past inspection reports and bridge deck condition survey indicated that some elements are in
fair to poor condition and require major rehabilitation. To maintain the structure in safe operating
condition and to avoid further escalated deterioration major rehabilitation is required.
The project scope includes repair of bridge deck, repair/replacement of barrier wall as per
bridge design code requirements, channel clean out to restore flow capacity and gabion baskets
repair. The asphalt wearing surface, sidewalk, curb and gutter and approaches will repaired as
well. If feasible and cost effective, existing abutments will be converted to semi-integral detail.
A consultant is required to complete the design and provide construction administration and
inspection services. The design is to be completed before summer 2012 and construction is
expected to occur in July-August 2012. Options to maintain traffic during construction are being
reviewed as part of the design.

The design and contract administration for this significant bridge rehabilitation requires
a licensed Professional Engineer experienced in this type of work. The City currently does not
have this expertise in-house.
REPORT:
In accordance with Chapter 170 of the Municipal Code pertaining to the Selection of
Professional Services/Consultants, a Consultant’s Review Committee was established
consisting of S. Shah, Design Engineer, K. Mick, Design Engineer, R. Trussler, Engineering
Construction Project Manager and L. Gordon, Director of Supply Services.
Expressions of interest were requested from five (5) known consulting firms for this assignment,

and by the closing date of Wednesday December 21, 2011, three (3) responses had been
received.

The Review Committee met on Friday January 6, 2012, to review the submissions. The
Committee elected to award the project to IBI Group, Waterloo, Ontario.
