BACKGROUND: The Community Services Department is in receipt of Heritage Permit Application HPA- 2012 -IV- 001. The applicant is seeking permission to replace the wood wall (doors) on the south elevation of the drive shed at the property municipally addressed as 300 Joseph Schoerg Crescent. 3 -1 REPORT: The subject property is located on the south side of Joseph Schoerg Crescent in the Pioneer Tower West community, and is subject to a Heritage Conservation Easement Agreement and designation under Part IV of the Ontario Heritage Act. The key features that define the heritage character of this property include: the Betzner Farmhouse Building; the Betzner Drive Shed Building; and, the Cultural Heritage Landscape. The heritage features identified in the easement agreement are the same as those referenced in the designating by -law. The one - and -a -half storey drive shed is a banked structure with a stone foundation, board -and- batten exterior, front -gable roof clad with asphalt shingles, rectangular six - over -six sash windows, round - headed windows in both gable ends and three sliding barn doors. The Part IV Designating By -law describes the Betzner Drive Shed Building: "As a typical utilitarian accessory structure that added to the efficiency of living and working on the former farmstead, and also having historic ties to the Pioneer founding families. Specific architectural features and details of significance include all exterior building elevations, the fieldstone foundation, roof and roofline, window and door openings, door hardware on north and west elevations, and all 616 windows. South Elevation of Drive Shed 3 -2 The applicant is proposing to replace the existing wood wall (man door, swinging doors and frame) on the south elevation of the drive shed foundation. The proposal will involve: • The removal of the existing wood wall (man door, swinging doors and frame) on the south elevation of the drive shed foundation; • The removal of the existing downspout on the south east corner of the drive shed; • The removal of the existing irrigation piping system; • The installation of a new concrete footing (6" deep and 12" wide) below the existing door opening on the south elevation of the drive shed foundaton; • The re- installation of the irrigation piping system through the new footing; • The installation of a stud wall covered with 3" wide tongue and groove pine boards on a vertical axis on the south elevation of the drive shed foundation; • The installation of two central outward swinging wood doors (38" wide) with a `Z' brace design and 3" wide tongue and groove pine boards on a vertical axis on the south elevation of the drive shed foundation; • The re- installation of the downspout on the south east corner of the drive shed; • The installation of a retaining stone (815 to 10" high) at the south east corner of the drive shed; and, • The installation of an approximate 10' by 10' area of flag stone in front of the new doors on the south elevation of the drive shed. In reviewing the merits of the application, Heritage Planning staff note the following: • The existing wood wall may not be original; • The existing wood wall has limited visibility from the public realm; • The existing downspout will be temporarily removed and replaced in the same location; • The existing irrigation piping is not a heritage attribute and once relocated will not be visible from the exterior; • The new concrete footing is not a heritage attribute and once installed will have limited (if any) visibility from the exterior; • The new wall and swinging doors will be located in the same opening as the existing wood wall; • The new wall and swinging doors will be the same materials and details (e.g. 3" tongue and groove pine boards) as the existing wood wall; • The new swinging doors will match the previously approved plans for new garage doors on the north elevation of the drive shed; • The installation of a retaining stone at the south east corner of the drive shed will not impact the heritage attributes or detract from the character of the property; • The installation of flag stones in front of the new swinging doors will not impact the heritage attributes or detract from the character of the property; and, • As a whole, the proposed alterations will not detract from the character of the property. ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN: Community Priority — Quality of Life The City has its own unique culture and heritage. The City has places, spaces and stories that enrich, enlighten, and guide growth and development. These cultural heritage resources are integral to the identity of the City, but they also play a significant role in economic development by helping to enhance quality of life, strengthen distinctiveness, stimulate revitalization and attract tourism. Under the Ontario Heritage Act, the City can designate properties of cultural heritage value or interest. Designation publicly acknowledges a property's heritage value and 3 -3 ensures its conservation for the benefit and enjoyment of present and future generations. Its conservation is regulated by a designating by -law, which provides a statement of significance and lists specific heritage attributes. Proposed changes that may impact the statement of significance and heritage attributes require an approved Heritage Permit Application. As a result, Heritage Permit Applications support the Quality of Life Community Priority of the City of Kitchener Strategic Plan. FINANCIAL IMPLICATIONS: None COMMUNITY ENGAGEMENT: Section 33(4) of the Ontario Heritage Act requires Council to consult with the Municipal Heritage Committee (Heritage Kitchener) before consenting to a Heritage Permit Application, consenting to a Heritage Permit Application on terms and conditions, or refusing a Heritage Permit Application. Members of the community will be informed via circulation of the report to Heritage Kitchener and via formal consideration by Council. Heritage Permit Application Reconstruction of south east corner section of drive shed Further to our pre consultation meeting, you will please find enclosed a Heritage Permit application to facilitate the reconstruction of the south east corner section of the Drive Shed. I enclose a drawing and several photographs showing the existing wall. It currently contains a ratan door and 2 outward swinging wooden doors which I assume allowed equipment and livestock to access the interior of the under croft area. one of these doors contains a chicken access door as the interior area also contained a small coop. We intend to rebuild this entire section of the wall. Attached is a scaled drawing which illustrates the proposed - works. I have also enclosed a detailed work plan entitled Jan 2, 2032 Heritage Permit Application which outlines in detail how this work will be undertaken. This is not a load bearing wall and therefore I do not belief that a formal Building Permit is required for these works. As you may recall, from previous permit applications I provided you with a generic authorization letter signed by my wife who is the actual owner of the property. This authorization is still in effect. Frame entire opening with new 2 "'W' stud wall, cover with 7/16" Truboard sheeting. Typar house wrap and 3" wide tongue and groove pine boards on vertical axis. In centre of opening construct 2 outward swinging wooden doors, each being 38" wide. Doors to be 2 "x4" frame and covered with 3" wide pine tongue and groove boards on vertical axis with a 'Z' brace design created with 3" pine boards.
