HomeMy WebLinkAboutHK - 2012-02-07 - MULTIMODAL HUB HERITAGE STUDYMultimodal Hub Heritage Study/HIA Heritage Kitchener (Feb. 7, 2012) Introduction The Region of Waterloo is proposing to develop a Multimodal Transportation Hub on several properties along Victoria Street between King St. and Duke St. (16 Victoria Street North, 50 & 60 Victoria Street North, and 520 & 510 King Street West) in Kitchener, Ontario. The Region will be applying to the City of Kitchener for an Official Plan Amendment (OPA) and Zoning By- law Amendment for the Multimodal Hub Project development site. Background The Multimodal Hub development site: contains the Rumpel Felt Co. building which has been unofficially listed for its heritage value by the City of Kitchener; • is adjacent to other listed and Ontario Heritage Act (OHA) designated properties (410 King St W., Kaufman Lofts (OHA Designated); 51 Breithaupt Street, Breithaupt Block (Listed as Non-Designated on Municipal Heritage Register}; and, 283 Duke Street West (Heritage Kitchener Inventory)}; and • is in the centre of the historic industrial area of "Busy Berlin", which has been identified as the Warehouse Design District by the City of Kitchener in their Downtown Strategic Plan and is now being rebranded as the Innovation District. The area has also been identified as a potential candidate Cultural Heritage Landscape in research undertaken by the Region in 2006. The Region must therefore consider cultural heritage conservation as part of its master planning and development process. The Region is undertaking a joint Heritage Study/Heritage Impact Assessment (HIA) to support the Region's Official Plan Amendment (OPA) and Zoning By-law Amendment application. The work required for the joint Heritage StudylHlA includes: • An inventory and evaluation of the heritage resources located on and adjacent to the development site; • A contextual analysis of the site in terms of the surrounding historic industrial landscape, to include a description of the landscape's heritage significance and attributes; • An analysis of the potential impacts to cultural heritage resources on and adjacent to the development site based on the project concept (proposed OP designation and Zoning); and • Recommendations on how the cultural heritage resources on the site could be conserved andlor integrated into the design of the Multimodal Hub project and how the cultural heritage resources on and around the site could be used to influence the design of the Multimodal Hub project. Next Steps The Landplan Collaborative Ltd. with architect John MacDonald have been contracted to undertake the study. The consultants will present the draft Heritage StudylHlA at the April 3, 2012 Heritage Kitchener meeting.
