CITY OF KITCHENER FLEXIBLE DOWNTOWN PARKING
1. That Schedules 1, 2 DOWNTOWN CORE, 5 and 24 of the City of Kitchener Uniform
Traffic By-Law No. 2007-138 be amended as outlined in Appendix B; and further,
2. That the Uniform Traffic By-law be amended accordingly
BACKGROUND:
The "King Street & City Centre District Streetscape Master Plan incorporated a range of design
elements which fell into four (4) main objectives:
• A Lively King Street
• A Livable and Sustainable King Street
• Make King Street Beautiful
• Vibrant Shopping and Dining
On February 4, 2008 Council ratified Report No. DTS 07-188, "King Street & The City Centre
District: Streetscape Master Plan -Business Case", which endorsed both a flexible and
pedestrian first streetscape design for King Street.
The reconstruction of King Street began in 2008 with Phase One (1). The limits of this phase
were from College Street to Frederick Street/Benton Street as well as Speakers Corner. This
phase consisted of five (5) stages completed between March and September of 2008. Phase
Two (2) took place over 2009/2010 and the limits were from College Street to Francis Street and
Young Street to Ontario (north side -Centre Block).
As a result of this new King Street Streetscape, permitted and prohibited parking and stopping
locations have been revised. Accordingly, the Uniform Traffic By-Law is recommended to be
amended.

REPORT:
The King Street Streetscape Master Plan included;
• use of movable bollards within the sidewalk area, to convert parking spaces into
sidewalk space for pedestrians
use of movable bollards within the roadway to close down sections of the street during
special events
• use of fixed bollards at intersections to improve pedestrian safety
The current on-street parking regulations on King Street between Benton Street and Francis
Street, as outlined in the City of Kitchener Uniform Traffic By-law No. 2007-138, are set out in
Appendix A -Existing Parking/Stopping Regulations.
On March 8, 2011, City of Kitchener Transportation Services staff met with The Children's
Museum staff to discuss extending the existing school bus loading zone. During exhibit
changes, King Street is required to be closed in order to accommodate large truck deliveries.
Transportation Services is recommending an extension to the existing "School Bus Loading
Zone" for The Children's Museum by a maximum distance of ten (10) meters, so that King
Street may remain open during exhibit changes.
A request was received from the Mayor's Advisory Committee for Kitchener's Seniors (MACKS),
to install a pick up zone for the purpose of stopping to purchase tickets for The Conrad Centre.
Due to the high demand for free on-street parking spaces to support Downtown businesses,
along with the mandate that public on-street parking cannot be reserved for specific businesses.
Transportation Services is not recommending the implementation of a short term parking zone
on King Street within the area of The Conrad Centre
Transportation Services has also been in receipt of requests to add additional loading zones for
businesses fronting King Street. The loading zones being recommended will be on laneways
that allow access to the rear of these businesses. Appendix C clarifies the limits of the
recommended loading zones on each of the following laneways:
• Bell Lane between Water Street and Francis Street
• Bell Lane between Water Street and College Street
• Halls Lane between Ontario Street and Queen Street
With the majority of the reconstruction complete on King Street, a newly developed flexible
parking by-law is being presented to reflect the parking changes. The recommended changes
for the aforementioned sections of the City of Kitchener Uniform Traffic By-Law No. 2007-138
are set out inAppendix B -Proposed Parking/Stopping Regulations.
These proposed by-law amendments include areas where there is an overlap of permitted
parking and prohibited parking as a result of the addition of bollards along King Street. This
duplication will allow for the desired flexibility for posting the appropriate parking regulations,
necessitated by the differing parking arrangements provided on street during different seasons.
For example, an area that permits parking in the winter may be converted to a summer time

patio, thus restricting the parking at that location. This by-law will allow for the posted signs to
dictate the regulation in effect.
Transportation Services staff have reviewed this by-law amendment with Legal and
incorporated their requirements.
In order to have the City of Kitchener Uniform Traffic By-Law reflect the actual parking and
stopping regulations on King Street between Francis Street and Frederick/Benton Street, it is
recommended that the proposed by-law amendments outlined in Appendix B be approved.
ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN:
This initiative falls under the Community Priority of Dynamic Downtown. "That the city continues
to implement the Downtown Strategic Plan which outlines the vision and strategy for the
revitalization with an emphasis on attracting more people into the core."
FINANCIAL IMPLICATIONS:
There are no costs associated with amending the Uniform Traffic By-Law. The costs incurred to
revise all required parking/stopping regulatory signs has been covered by the funding provided
for the King Street Streetscape project.
COMMUNITY ENGAGEMENT:
City staff has met with various Downtown businesses including the Conrad Centre of Performing
Arts and The Children's Museum. Grand River Transit has also been in constant communication
with City staff. All parties' requests have been considered in this report
CONCLUSION:
The parking and stopping regulations recommended within this report will allow for the proper
application of the flexible parking plan for King Street.
