HomeMy WebLinkAboutCouncil - 2012-02-27 SSPECIAL COUNCIL MINUTES FEBRUARY 27, 2012 CITY OF KITCHENER A special meeting of City Council was held at 5:46 p.m. this date, chaired by Acting Mayor Y. Fernandes with all members present except Mayor C. Zehr and Councillor P. Singh. Notice of this meeting had been previously given to all members of Council by the City Clerk pursuant to Chapter 25 (Council Procedure) of the Municipal Code. Councillor considered a recommendation arising from the Community and Infrastructure Services Committee meeting held earlier this date regarding a review of golf operations. Moved by Councillor K. Galloway Seconded by Councillor S. Davey "That the NGF Consulting Operations Report attached as Appendix `1' to Community Services Department report CSD-12-024 (February 21, 2012), be tabled; and, That staff be directed to engage the community, including one public open house to review the recommendations and operating models for the City's golf courses; and further, That staff be directed to report back to the March 19, 2012 Community & Infrastructure Services Committee meeting with the results of the public feedback and recommendations on the proposed operating model for the future for the City's golf courses." Carried. Moved by Councillor K. Galloway Seconded by Councillor S. Davey "That an in-camera meeting of City Council be held this date to consider a land acquisition / disposition matter, a matter subject to solicitor-client privilege and a personal matter." Councillor J. Gazzola questioned why item 3 listed on the in-camera agenda concerning a land acquisition /disposition matter was being discussed in closed session. Mr. C. Bluhm, Manager Downtown Community Development, advised that the item is part of the Strategic Plan for the Downtown and discussion will deal with the acquisition and disposition of properties. Councillor Gazzola stated he didn't agree and felt the matter could be discussed in open session. Acting Mayor Y. Fernandes advised that further discussion on the appropriateness of this item being discussed will take place in closed session. The motion was voted on and Carried. Council considered Finance and Corporate Services Department report FCS-12-031 (L. MacDonald), concerning a request to declare a closed portion of Homer Watson Boulevard surplus to the City's needs and convey same to the Region of Waterloo. Moved by Councillor B. Vrbanovic Seconded by Councillor S. Davey "That the City declare surplus to its needs a portion of Homer Watson Boulevard legally described as Part Street Widening, Plan 1309, closed by City of Kitchener By-law 489267, to permit the conveyance of the said portion of closed road to The Regional Municipality of Waterloo; and further, That Legal Services be directed to complete a Transfer of the said portion of closed road to The Regional Municipality of Waterloo for nominal consideration with all disbursements to be paid by The Regional Municipality of Waterloo, on terms and conditions satisfactory to the City Solicitor." Carried. Council considered Community Services Department report CSD-12-034 regarding the designation of 137-147 King Street East under the Ontario Heritage Act. SPECIAL COUNCIL MINUTES FEBRUARY 27, 2012 - 52- CITY OF KITCHENER Moved by Councillor K. Galloway Seconded by Councillor B. Vrbanovic "That pursuant to section 29.15 of the Ontario Heritage Act and in accordance with the Notice of Intention passed by Council on May 9, 2011 save and except removal of the term `roof' from the list of heritage attributes, the by-law to designate 137-147 King Street East attached as Appendix `A' to Community Services Department report CSD-12-034, be adopted." Carried Unanimously, on a recorded vote by those members present. Moved by Councillor K. Galloway Seconded by Councillor B. loannidis "That leave be given the Mover and Seconder to introduce the following by-laws for three readings and that the same be taken as read a first, second and third times, be finally passed and numbered serially by the Clerk. (a) Being a by-law to designate a portion of the property municipally known as 137-147 King Street East in the City of Kitchener as being of cultural heritage value or interest. (By-law No. 2012-025) (b) To confirm all actions and proceedings of the Council. (By-law No. 2012-026)." Carried. On motion the meeting adjourned at 5:54 p.m. MAYOR CLERK
