OKTOBERFEST 2012 - DECLARATION AS A CIVIC
CELEBRATION
RECOMMENDATION:
That in conjunction with K-W Oktoberfest and its associated activities, the period
October 5-13, 2012 inclusive, be declared a Civic Celebration, and further;
That K-W Oktoberfest Inc. be granted a Temporary Retail Market Licence, provided that
the necessary licence, including Health and Fire approvals, is obtained.”
BACKGROUND:
Correspondence has been received from K-W Oktoberfest Inc. requesting Council’s
consideration in declaring Oktoberfest a Civic Celebration and also allowing the festival to
obtain a Temporary Retail Market Licence.
REPORT:
Chapter 501.2.5 (Business Licence Fees) of the City of Kitchener Municipal Code provides for a
reduction in licence fees for bona fide charitable organizations or where an application is made
by an accredited entity or listed affiliate in relation to an event designated as a Civic Celebration
by Council. The designation allows all vendors who are accredited by the organizing body to
obtain their licences and pay a maximum of 10% of the original licence fee during the approved
Civic Celebration period.
Council has traditionally declared a Civic Celebration around an event where the entire
community has an integral part in the celebration. There are currently two events that receive
the Civic Celebration designation. They are Oktoberfest and the Multicultural Festival.
Oktoberfest has been declared a Civic Celebration each year for the past 20+ years.

The City wants to provide a community that acknowledges and embraces ethnic, cultural and
social differences.
FINANCIAL IMPLICATIONS:
The reduction of fees has been taken into account when calculating Licensing’s revenue during
the budget process.
