REPORT T0: Community and Infrastructure Services Committee
DATE OF MEETING: March, 19 2012
SUBMITTED BY: John McBride, Director of Transportation Services
PREPARED BY: Danny Pimentel, Traffic Technologist (741-2371 }
WARD(S) INVOLVED: Ward 8
DATE OF REPORT: March 7, 2012
REPORT NO.: INS-12-022
SUBJECT: ON-STREET PARKING REGULATIONS - SHELDON
AVENUE
RECOMMENDATIONS:
That stopping be prohibited between the hours of 8:00 a.m. to 6:00 p.m. on both sides of
Sheldon Avenue South from King Street East to Charles Street East; and further,
That the Uniform Traffic By-law be amended accordingly.
BACKGROUND:
Transportation Services has received a request to review the existing parking regulations on
Sheldon Avenue South. The request cited concerns about vehicles parking/stopping along
Sheldon Avenue South, creating difficulties for safe two-way traffic, driveway access and
damage to the grassed boulevard areas adjacent to the roadway.
REPORT:
At present time, on-street parking is prohibited anytime on the west side of Sheldon Avenue South
from King Street East to Charles Street East, with parking permitted for three (3) consecutive
hours on the east side, as outlined in the City of Kitchener Uniform Traffic By-law No. 2007-138
In order to address this request, Transportation Services is recommending implementing "No
Stopping Anytime" between the hours of 8:00 am and 6:00 pm, along both sides of Sheldon
Avenue South. It was concluded that stopped vehicles along both sides of Sheldon Avenue South
are creating a narrowed roadway width and negatively impact two-way traffic, safe ingress/egress
to private driveways as well as causing damage to the grassed boulevard areas adjacent to the
roadway.
Residents were contacted, through advisory letters, regarding this proposal and no concerns
were received.

This initiative falls under the Community Priority of Quality of Life. "Work with partners, including
all orders of government, to create a culture of safety in our community." By working with the
neighbourhood, on-street parking concerns have been addressed.
FINANCIAL IMPLICATIONS:

existing sign maintenance budget.
COMMUNICATIONS:
In December 2011, affected residents along Sheldon Avenue South between King Street East
and Charles Street East were notified regarding the proposed parking changes. Their input has
been incorporated in this report.
