Utilities Water Engineer, 741-2600 X 4408 WARD(S) INVOLVED: All DATE OF REPORT: March 12, 2012 REPORT NO.: INS-12-012 SUBJECT: Summary Water Report -January 1St to December 31, 2011 RECOMMENDATION: THAT the 2011 City of Kitchener Summary Drinking Water Report be received for information as required by O.Reg170103 Schedule 22 of the Safe Drinking Water Act, THAT the 2011 City of Waterloo Drinking Water Summary Report be received for information as required by O.Reg170/03 Schedule 22 of the Safe Drinking Water Act, THAT the six 2011 Region of Waterloo Annual Water Quality Reports (Strange St. Well Supply System, Well K34, Mannheim Water Treatment Plant and Pumping Station, Greenbrook Well Supply System, Woolners Well Supply and the Parkway Well Supply System) be received for information as required by O.Reg170/03 Schedule 22 of the Safe Drinking Water Act, AND FURTHER THAT the City of Kitchener provide a copy of the Summary Drinking Water report to the Township of Woolwich as required by Schedule 22 of O.Reg.170103 BACKGROUND: As outlined in Schedule 22 of the Drinking Water Systems Regulation (O.Reg.170/03) of the Safe Drinking Water Act, 2002, a summary report is to be prepared and given to the members of the municipal council. The following information is required to be included in this report: " (a) list the requirements of the Act, the regulations, the system's approval and any order that the system failed to meet at any time during the period covered by the report and specify the duration of the failures; and (b) for each failure referred to in (a), describe the measures that were taken to correct the failure." A summary of the quantities and flow rates of the water supplied during the period covered by the report...." REPORT: The following matters are reported to Council in accordance with the requirements of the Safe Drinking Water Act, for the period from January 1, 2010 to December 31, 2011: • A Ministry of Environment (MOE) inspection was completed on September 22, 2011 for the Kitchener System and an annual inspection report was prepared on October 21, 2011. The report did not identify any non-compliances for the system. • There were 15 Adverse Water Quality Incidents (AWQI) the majority of which were related to low chlorine residuals from the dead end main flushing program (Table 1). The water is initially disinfected at the treatment plant and sufficient chlorine is added to protect the water from microbiological contamination as it travels through the pipes in the distribution system (secondary disinfection). Low chlorine does not pose a threat to human life; to have an impact to human health, there must be microbiological contamination and no, or extremely low, chlorine. The dead ends in the system are routinely flushed to increase the levels of chlorine. • There was one location where total coliform were present, however the resample passed (absent) • In 2011 the service to a previous low chlorine location- the Breithaupt Centre was replaced. There haven't been any low chlorine AWQIs associated with this location since the service was replaced. • Lead testing sampling programs were completed in March and October 2011 There were no lead exceedances in the distribution system however there were four (4) residential plumbing exceedances (>10~g/L) in the spring and one (1) residential plumbing exceedance in the fall. The City is not obligated to complete any additional corrective actions other than reporting, unless directed by the medical officer of health. • A summary of the quantities of the water supplied by the Regional Municipality of Waterloo during the period covered by the report is noted on the attached Table 2. Under Schedule 22 of O.Reg. 170103, the City of Kitchener is required to provide a copy of their Summary Report to each Municipality to which it supplies water, namely the Township of Woolwich. A similar report -The City of Kitchener Water Distribution Annual Report is provided electronically on the Kitchener Utilities website, and hard copy is available at the Kitchener Operations Facility (131 Goodrich Drive). Residents are informed via a newspaper ad. The water source for this distribution system is the Region of Waterloo's integrated Urban System that encompasses, the Waterloo Well System, the William St. Water Supply, the Mannheim Pumping Station Reservoir. The City of Waterloo's distribution system does not provide treatment to the water where as, the Region of Waterloo provides both primary and secondary treatment. Water Distribution system sampling is completed by the Region of Waterloo's Environmental Enforcement and Laboratory Services under contract to the City. The following report has been prepared in accordance with Schedule 22 of the Drinking Wafer Systems Regulation ~C. Reg. 170103} for members of Waterloo's Municipal Council. The reporting period for this Summary Report is from January 1, 2011 to December 31, 2011. The following sections of the Report are organized in the same fashion and order as Schedule 22 ~Referto Appendix 1}, 22-1: The City of Waterloo is a Large Municipal Residential System 22.21 ~: Members of Waterloo's Municipal Council will receive the Summary Report on or before Tuesday February 28, 2012. 22-2(2~(a): The Ontario government enacted a set of drinking water regulations under the Safe Drinking Wafer Acf, 2x02. The Drinking Wafer Systems Regulation ~C. Reg. 170103} came into effect June 1, 2043. The regulation prescribes requirements for owners and operators of municipal and re ulated non-municipal drinking water systems. In addition, a number of supporting g re ulations have been enacted, including the Drinking Wafer Qualify Stana~ards Regulafion ~~. g . Re .169143 which prescribes standards for 161 chemicallphysical, microbiological, and g } radiolo ical parameters. The Definitions of Worafs ana~ ~xpressrons Used in the Safe Drinking g Water Act ~~. Reg.171143} came into effect on June 1, 2003. 11-7 Page 2 The Safe Drrnkrng WaterAc~, 2D42 outlines the duties of owners and operating authorities of municipal and regulated non-municipal drinking water systems, including ensuring that: - Water provided by the drinking water system meets drinking water quality standards - The drinking water system is operated in accordance with the Act and regulations and is kept in good state of repair - All facilities are appropriately staffed and supervised - All sampling, testing, and monitoring requirements are complied with - All reporting requirements are complied with. Specifically, an Annual Report must be prepared in order that the public has access to the information on the status of drinking water. The Annual Report will be posted on the City's website by February 28 and a copy of the Report will also be provided to Clerks. This Summary Report must also be prepared and provided to the municipal Council. The City of Waterloo is part of the Integrated Urban Water Supply System. The Integrated Urban System consists of the water supply and distribution systems of the Cities of Cambridge, Kitchener, and Waterloo as well as the communities of Elmira and St. Jacobs within the Township of Woolwich. As these systems are interconnected, the Ministry of the Environment considers this supply and distribution system as a single integrated system. The Municipal Drinking Water Licensing Program ~MDWLP}, under the Safe Drinking Water Act, 2002 and Ontario Regulation 188101, required the City of Waterloo to become licensed to operate and maintain Waterloo's water distribution system. Gn July 29, 2011, the City of Waterloo obtained Accreditation Limited Scope-Entire} from the Canadian General Standard Board ~CGSB}, Upon receiving the accreditation letter from the CGSB, on August 2, 2011, the Ministry of Environment issued the Municipal Drinking Water Licence License}#112-101 and Drinking Water Works Permit ~DWWP}#1124201 to the City of Waterloo. Gn September 9, 2011, the City of Waterloo was awarded a Full Scope -Entire Accreditation. Council was provided with details of the Municipal Drinking Water Licence & Water Works Permit during October of 2011 in report PWS2011-056. These wells pump directly into the Strange Street Reservoir and Pumping Station. The Strange Street Reservoir has a capacity of 940,000 imperial gallons (4.27 ML). The water is disinfected prior to entering the reservoir. Disinfection is achieved by the use of sodium hypochlorite systems consisting of solution tanks complete with spill containment and protection and metering pumps dispensing commercial 12% sodium hypochlorite solution, located at wells KlOA, Kl lA, K13 and K18/K19 prior to entering the reservoir. Ammonium sulphate is added to the water at the discharge header of the pumping station prior to the water leaving the station. The purpose of the ammonium sulphate is to convert the free chlorine residual to a combined chlorine residual. Continuous analyzers monitor the levels of chlorine and turbidity prior to the water being discharged. The analyzers are connected with the Mannheim Water Treatment Plant SCADA system which is monitored by an operator 24 hours per day. This site has no emergency standby power available on site. The total storage capacity of the reservoir is 90 cubic meters. Two high lift pumps are used to discharge the treated water into the distribution system. The treatment facility has five closed pressure filters used for removal of iron and manganese. Disinfection is achieved by the use of a sodium hypochlorite system consisting of a solution tank complete with spill containment and protection and two metering pumps dispensing commercial 12% sodium hypochlorite solution. The sodium hypochlorite is also used as an oxidizing agent prior to filtration. Upon discharge to the distribution system, 20% ammonium sulphate is inj ected; which converts free chlorine to a more stable combined c orme. Continuous analyzers monitor the levels of chlorine and turbidity. The analyzers are connected with the Mannheim Water Treatment Plant SCADA system which is monitored by an operator 24 hours per day. There is no emergency stand-by electrical power at this facility. The raw water entering the WTP is treated with coagulation, flocculation, sedimentation, ozonation and filtration. Immediately after filtration, the water is disinfected prior to entering the clearwells/reservoirs. There are two clearwells/reservoirs that have a combined total usable volume of 15.28 ML. Disinfection is achieved through ozonation, ultraviolet (UV) irradiation followed by chlorination via a gas chlorination system. Continuous analyzers monitor the levels of ozone, chlorine, turbidity and UV prior to the water being discharged. The analyzers are connected with the Mannheim Water Treatment Plant SCADA system which is monitored by an operator 24 hours per day. The water from the Mannheim Aquifer Storage and Recovery Facilities (ASRI, ASR2, ASR3, ASR4, RCWI and RCW2) can be mixed with the treated water and then stored in the clearwells/reservoirs. Treated water from the Mannheim Village wells (K22A, K23, K24 and K26) can also indirectly supply the Mannheim Pumping Station Reservoir. This reservoir has a total storage capacity of 122.7 ML. Prior to the treated water being pumped into the distribution system, annhydrous ammonia is injected to convert free chlorine to the combined form, creating a more stable distribution disinfectant. These wells pump directly into the Greenbrook Treatment Plant and Pumping Station. Iron and manganese removal is achieved through the use of three pressure filters. Following filtration, treatment for 1,4-dioxane is accomplished by an advanced oxidation process using 50% hydrogen peroxide and Ultraviolet (UV) irradiation. Treated water from the UV reactors proceeds through upflow Granular Activated Carbon (GAC) contactors before being transferred to 2 storage reservoirs with capacities of 2 million gallons (approximately 10,000 cubic metres) and 500,000 gallons (approximately 2400 cubic metres). Disinfection is achieved through Ultraviolet (UV) irradiation and by the use of a sodium hypochlorite system consisting of a solution tank complete with spill containment and protection and a metering pump dispensing commercial 12% sodium hypochlorite solution. 20% ammonium sulphate is added to the water at the discharge header of the pumping station prior to the water leaving the station. The purpose of the ammonium sulphate is to convert free chlorine to the combined form, creating a more stable distribution disinfectant. Continuous analyzers monitor the levels of chlorine, turbidity and UV prior to the water being discharged. The analyzers are connected with the Mannheim Water Treatment Plant SCADA system which is monitored by an operator 24 hours per day. There is no emergency standby power at this site. These wells combine in a common header prior to entering the Ebydale UV Building. The water from the three wells is injected with sodium hypochlorite located in the well houses of K81 and K82. The systems consist of solution tanks complete with spill containment and protection and metering pumps dispensing commercial 12% sodium hypochlorite solution. The water entering the Ebydale UV Building is then passed through an Ultraviolet (UV) system, which provides primary disinfection. Ammonium sulphate is then added to the water at the discharge header prior to the water leaving the station. The purpose of the ammonium sulphate is to convert the free chlorine residual to a more stable combined chlorine residual. Continuous analyzers monitor the levels of chlorine, turbidity and UV prior to the water being discharged. The analyzers are connected with the Mannheim Water Treatment Plant SCADA system which is monitored by an operator 24 hours per day. There is no emergency standby power available at this site.
