SUBJECT: T12-009 -Duke & Ontario Street Parking Garage 2012
Rehabilitation Program
RECOMMENDATION:
That Tender T12-009 -Duke & Ontario Street Parking Garage 2012 Rehabilitation Program be
awarded to Canadian Construction Controls Ltd., Breslau, Ontario at their tendered price of
$1,117,560. including provisional items and contingencies of $150,000., plus H.S.T. of
$145,282.80, for a total of $1,262,842.80; and further,
That the Mayor and City Clerk be authorized to execute an agreement satisfactory to the City
Solicitor.
BACKGROUND:
The Duke & Ontario Garage was constructed in 1967 using a post tensioning tendon system
which provided the structural support for the garage. The tendons have reached their life
expectancy and must either be repaired or portions of the garage closed to parked vehicles.
Since this garage meets the parking needs of many surrounding businesses and potentially
additional developments in the area, it must be maintained.
The 2012 repairs, which are the last phase of the repair program, will include the installation of
new external post tensioning and waterproofing on the P3 South and P4 North slabs, repairs on
the helical ramp as well as repairs and installation of an elastomeric wall coating on the facade
of the garage.
REPORT:
Tenders were advertised publicly in The Record, the Daily Commercial News, on the City of
Kitchener website and the Internet through the Ontario Public Buyers Electronic Tendering
Information System. Documents were picked up by twenty-nine (29) interested parties, and by
the closing date of Thursday, February 23`d, 2012, ten (10) tenders had been received.

The tenders were reviewed by Michael Pond, Read Jones Christoffersen Ltd., the City's
Consultant for the project, and John McBride, Director of Transportation Services, who have
elected to award the project to Canadian Construction Controls Ltd., Breslau, Ontario.

FINANCIAL IMPLICATIONS:
The total available funding in the Parking Duke & Ontario Garage repairs capital account is
$1,593,669. The projected surplus at the end of the this phase of work (E) will be considered
for closeout as part of the 2013 budget preparations and could be used to offset the 2011 deficit
of $317,000 in the Parking enterprise.
