HomeMy WebLinkAboutFCS-12-054 - T12-005 Domestic Gas MetersREPORT TO:Committee of the Whole DATE OF MEETING: 2012-03-26 SUBMITTED BY: Larry Gordon, Director of Supply Services, 2214 PREPARED BY: Steve Rudak, Buyer, 2213 WARD(S) INVOLVED: ALL DATE OF REPORT: 2012-03-19 REPORT NO.: FCS-12-054 SUBJECT: T12-005 Domestic Gas Meters RECOMMENDATION: That award of Tender T12-005 Domestic Gas Meters, be split to the lowest bidder by item, complete to specification as follows: Items 1 - Series 250 Domestic Natural Gas Meter and 2 – Series 425 Diaphragm Natural Gas Elster Canadian Meter, Burlington, Ontario, Meters,toat their tendered price of $382,400., plus H.S.T of $49,712., for a total of $432,112; and Item 3 of 3 – Sonic 800 Ultrasonic Natural KTI Limited, Aurora, Ontario Gas Meters, to, at their tendered price of $40,385., plus H.S.T. of $5,250.05, for a total of $45,635.06, with an option to renew for two (2) additional twelve (12) month periods, subject to mutual agreement. BACKGROUND: The replacement of domestic gas meters is an on-going maintenance, repair and operational requirement administered through Measurement Canada. The actual spend during the past one (1) year was $354,900.00. REPORT: Tenders were advertised publicly in The Record, on the City of Kitchener website and the Internet through the Ontario Public Buyers Electronic Tendering Information System. Documents were downloaded by ten (10) interested parties, and by the closing date of th Thursday February 16, 2012, three (3) tenders had been received. Tenders were reviewed by B. Nash, Manager of Customer Relations, who elected to split award between Elster Canadian Meter, Burlington, Ontario and KTI Limited, Aurora, Ontario. ï ···÷ ó ï The following tenders were received: Bid PriceAdjusted Bid Price Elster Canadian Meter Burlington ON $432,112.00 * KTI Limited Aurora ON $485,179.06 * C.R. Wall & Company Cambridge ON $622,460.50 $558,412.10 The tender received from C.R. Wall had a mathematical error. The award split between two (2) vendors, is to the lowest price per meter type, complete to specification. The price for meters decreased 7.25% from the previous contract.
