Q12-026 – Trail Crossing Upgrades
RECOMMENDATION:
I.M. Benjamins Inc. o/a
That Quotation Q12-026 – Trail Crossing Upgrades, be awarded to
Hardscape Concrete, Paris, Ontario
at their tendered price of $121,600. including provisional
items and contingencies of $11,500., plus H.S.T. of $15,808., for a total of $137,408.
BACKGROUND:
Staff identified the need to upgrade trail crossings for safety and accessibility in PW report 00-
023. Within that report 3 options were identified in terms of features and infrastructure
standards to be provided at all trail crossings. Council approved the option that included paving
on the ramp, trial approach, rumble strips, signs and pavement markings. A Capital Budget was
established to provide funding for this project. The first phase of the project is being
implemented in 2012 and is being overseen by Transportation Services.
Priorities for installation were identified by Transportation Services staff, with input from the
Cycling Advisory Committee as well as Design and Development staff and based on the trail
network as identified within the Cycling Master Plan (2010). Staff created an inventory of the
priority trial crossings in terms of existing infrastructure versus the needs for each location in
terms of upgrading them to the recommended standard.
REPORT:
Tenders were advertised publicly on the City of Kitchener website and the Internet through the
Ontario Public Buyers Electronic Tendering Information System. Documents were downloaded

by eleven (11) interested parties, and by the closing date of Friday March 23, 2012, two (2)
responses had been received.
Quotations were reviewed by R. Schirm, Supervisor of Crossing Guards, and R. Trussler,
Engineering Construction Project Manager, who elected to award the project to I.M. Benjamins
Inc. o/a Hardscape Concrete, Paris, Ontario.
