The subject property is zoned Community Institutional Zone (I-2) with Special Regulation Provision 1 R in the Zoning By- law and designated Community Institutional in the Mill Courtland Woodside Park Secondary Plan in the City's Official Plan. The subject property will be consolidated with the adjacent property (50 Kent Avenue) and redeveloped with a new 2-storey building to facilitate an expansion of the current services provided by the Mennonite Central Committee Ontario (MCCO). Staff note that Zone Change and Official Plan Amendment applications have been submitted to support the proposed redevelopment plans. REPORT: Staff advise that the single detached dwelling proposed to be demolished is situated on a site which will be consolidated with the adjacent property, 50 Kent Avenue. The consolidated site will be redeveloped with a new 2-storey building that will facilitate an expansion to current services provided by the MCCO. Planning Analysis: Staff are of the opinion that the proposed demolition is appropriate to implement the future redevelopment of lands. The approval of the demolition control application will permit the removal of one residential unit from the City's housing stock. However, staff is of the opinion it is justified as the lot will provide for the consolidation of lands to permit a social service establishment as permitted in the I-2 Zone. Staff have taken all internal department comments into consideration and have no concerns with the proposed demolition. ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN: The proposed demolition is required prior to the redevelopment of the subject site and will align with the Kitchener Strategic Plan as it ensures the implementation of the community priority "Development"; with comprehensive redevelopment that is consistent with Provincial, Regional and City planning policies. FINANCIAL IMPLICATIONS: No new or additional capital budget requests are expected with this recommendation. COMMUNITY ENGAGMENT: A neighbourhood circulation was not made as part of this application as the applicant intends to redevelop the site. However, all property owners within 60 metres of the subject property will receive notice of the date of the Committee meeting dealing with this demolition control application for information purposes. CONCLUSION: Planning staff have considered this application and are of the opinion that the proposed demolition is justified as the removal of the existing single detached dwelling is required to implement the future consolidation and comprehensive redevelopment of the subject and adjacent lands. Planning staff recommend that Demolition Control Application DC12/08/K/ATP requesting permission to demolish one single detached dwelling, located at 56 Kent Avenue, owned by Mennonite Central Committee Ontario, be approved without conditions.
