Korah, P.Eng., Manager of Development Engineering (519-741-2974) WARD(S) INVOLVED: 4 DATE OF REPORT: April 02, 2012 REPORT NO.: INS 12-026 SUBJECT: Homer Watson Pumping Station – Contract Administration and Inspection Services – Consultant Purchase Order Extension RECOMMENDATION: That in accordance with the city’s purchasing policy, Purchase Order #201765 be extended for the amount of $219,752 plus applicable taxes to Associate Engineering, as related to engineering services provided as part of the upgrades and emergency storage to Homer Watson Sewage Pumping Station. BACKGROUND: In February 2010, the City retained Associate Engineering to complete the detail design, contract administration and inspection for upgrades and emergency storage at the Homer Watson Sanitary Pumping Station (SPS). The construction of this project started in April 2011 and is still on-going. The upgrades are necessary in order to improve wastewater servicing for the Doon South Community Plan area and the surrounding lands. REPORT: In accordance with the Homer Watson SPS executed tender document, the contractor was supposed to complete the work within 160 working days. As of April 16, 2012, the contractor has utilized about 250 working days and as per the recently revised schedule, submitted by the contractor, approximately 70 more working days are required to complete the project. This extension of the working days has resulted in the City needing to extend the purchase order for the consultant, Associated Engineering in the amount of $219,752.00 to complete the contract administration and site supervision services. î ó ï FINANCIAL IMPLICATIONS: The original purchase order for the Associated Engineering to complete the detail design, contract administration and inspection services is in the amount of $645,373.99 (excluding applicable taxes). The total additional funding of $219,752.00 is required to complete the contract administration and site inspection for this project. This totals $865,125.99 excluding applicable taxes. Funding is available in the Homer Watson SPS project account. CONCLUSION: The construction of the Homer Watson SPS upgrades and emergency storage tank is ongoing and staff recommend that in accordance with the city’s purchasing policy, Purchase Order #201765 be extended for the amount of $219,752 plus applicable taxes to Associated Engineering, as related to consulting engineering services for this project.
