DRAEGER SAFETY CANADA AGREEMENT
RECOMMENDATION:
That the Mayor and Clerk, be authorized to sign an agreement, satisfactory to the City Solicitor
with Draeger Safety Canada Limited regarding the purchase and maintenance of Draeger PSS
7000Self Contained Breathing Apparatus (SCBA) equipment.
EXECUTIVE SUMMARY:
On November 7, 2011, the Kitchener Fire Department received Council approval (CSD -11-149) to waive
the tender process for the direct purchase of Draeger PSS 7000 Self Contained Breathing Apparatus and
that the Fire Department and Purchasing Division begin negotiations with Draeger Safety Canada for the
acquisition. A purchase agreement has been reached and a significant savings has been realized.
BACKGROUND:
The Kitchener Fire Department purchased Interspiro SCBA in 1991 and has upgraded and maintained
these units for nearly 20 years. During this time, the apparatus has aged and there have been several
advancements in technology and design. In November 2010, a joint purchasing cooperative was formed
with Cambridge, Waterloo and Kitchener Fire Departments to evaluate and purchase SCBA. Evaluation
criteria were developed to ensure transparency, accountability and compliance with each City’s
purchasing By-laws. Five manufacturers (Interspiro, ISI, Draeger, MSA, and Scott) engaged and
provided presentations on their respective products. Evaluations were conducted in a “controlled”
environment and in a “live fire” environment. The SCBA which rated highest overall was the first choice of
the Kitchener Fire Department Evaluating Committee and therefore recommended the purchase of
Draeger PSS 7000 SCBA and supporting equipment.
REPORT:
The Kitchener Fire Department and Purchasing Division entered into negotiations with Draeger Safety
Canada Limited and have reached an agreement. The agreement provides not only for a significant
savings on the initial purchase of the SCBA but also identifies a reduced cost to acquire parts and
maintenance from Draeger over the next twelve years with an additional eight year option as we replace,

repair, or upgrade the equipment to remain compliant with NFPA and Occupational Health & Safety
Standards.
This agreement will also allow us to partner with Draeger for review and field testing of future and new
innovations in fire and life safety equipment that may be developed by Draeger. This will allow us, as an
end user, to provide necessary input on the user requirement of future products.
ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN:
The Kitchener Fire Department utilized a joint purchasing cooperative with area Fire Departments and
included staff in the evaluation and selection process. Participating SCBA manufacturers and staff
described the process as being an efficient use of time and provided transparency. The process reflects
the People Plan objectives of cooperative partnerships, collaboration, safety, and inclusion. It also aligns
with the safety and well being of the People Plan and Public Health and Safety (PHSI).
FINANCIAL IMPLICATIONS:
The current capital budget identified as Fire Major Equipment/ Self Contained Breathing Apparatus is
approximately $1,009,573. The negotiation process with Draeger Safety Canada for the acquisition has
reached a purchase price of $716,365.00. Although there may some additional and less significant
equipment requirements that are difficult to anticipate, the final purchase cost savings is greater than
$250,000.00.
All existing equipment will be disposed of through the purchasing process and/or a public advertisement
as approved by the Director of Supply/Services to ensure compliance with the City’s purchasing
practices.
COMMUNITY ENGAGEMENT:
This is an internal purchasing process. No community engagement is required.
