379 Glasgow Street
Proposed Replacement of Fascia Board
RECOMMENDATION:
That pursuant to Section 33 of the Ontario Heritage Act, Heritage Permit Application
HPA-2012-IV-006 be approved to permit the replacement of fascia board at the property
municipally addressed as 379 Glasgow Street in accordance with the supporting
information submitted with the application.
BACKGROUND:
The Community Services Department is in receipt of Heritage Permit Application HPA-2012-IV-
006. The applicant is seeking permission to replace the fascia board at the property municipally
addressed as 379 Glasgow Street.

REPORT:
The subject property is located on the South East corner of Glasgow Street and Westmount Road.
The property is individually designated under Part IV of the Ontario Heritage Act. The designating
by-law references all building elevations but specifically mentions the following exterior features:
mixed wall cladding; windows and window openings; tower with wood panelled door, octagonal
roof, and metal crown royal symbol; dormers; rear bay; wood soffits, fascia and bargeboard; roof
and roofline; brick chimneys; flagstone walkway from Glasgow Street; and, the mature deciduous
and coniferous trees in the front and side yards.
The applicant is proposing to replace the existing fascia boards. The applicant has advised that
the existing fascia boards are rotting in certain areas. The existing fascia is plain functional pine
board with a dimension of 1 inch depth and 7 ½ inch width. The applicant is proposing to
replace the existing fascia boards, where necessary due to rot, with new pine fascia boards that
will match the existing in terms of material and size.
In reviewing the merits of the application, Heritage Planning staff note the following:
The existing fascia boards are rotting in certain areas;
The existing fascia boards will only be replaced where necessary due to rot;
The proposed fascia boards will match the existing in terms of material and size; and,
The proposed fascia board will not detract from the character of the property.
ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN:
Community Priority – Quality of Life
The City has its own unique culture and heritage. The City has places, spaces and stories that
enrich, enlighten, and guide growth and development. These cultural heritage resources are
integral to the identity of the City, but they also play a significant role in economic development
by helping to enhance quality of life, strengthen distinctiveness, stimulate revitalization and
attract tourism. Under the Ontario Heritage Act, the City can designate properties of cultural
heritage value or interest. Designation publicly acknowledges a property’s heritage value and
ensures its conservation for the benefit and enjoyment of present and future generations. Its
conservation is regulated by a designating by-law, which provides a statement of significance
and lists specific heritage attributes. Proposed changes that may impact the statement of
significance and heritage attributes require an approved Heritage Permit Application. As a

result, Heritage Permit Applications support the Community Priority of the City of
Kitchener Strategic Plan.
FINANCIAL IMPLICATIONS:
None
COMMUNITY ENGAGEMENT:
Section 42(4.1) of the Ontario Heritage Act requires Council to consult with the Municipal
Heritage Committee (Heritage Kitchener) beforeconsenting to a Heritage Permit Application,
consenting to a Heritage Permit Application on terms and conditions, or refusing a Heritage
Permit Application. Members of the community will be informed via circulation of the report to
Heritage Kitchener and via formal consideration by Council.
